Approve an Agreement with North Peninsula Neighborhood Services Center for operation of the Housing Revitalization Program

 

Recommendation

Adopt a Resolution:

 

1.

Authorizing execution of an Agreement with North Peninsula Neighborhood Services Center in the amount of $120,000 for operation of the Housing Revitalization Program for the term of July 1, 2006 through June 30, 2007; and

 

2.

Authorizing the Director of the Department of Housing to execute subsequent amendments to the Agreement, and to make minor modifications in the types of services and activities provided under the Agreement, the cumulative cost of which amendments and modifications is not to exceed $25,000.

Background

North Peninsula Neighborhood Services Center is a nonprofit community-based organization that provides much needed home repairs for low-income clients. North Peninsula performs a wide variety of repairs and installations including, but not limited to, the installation of grab bars and ramps in addition to the replacement of roofs, steps, windows, doors and water heaters.

 

During the past ten years North Peninsula Neighborhood Services Center has been an excellent service provider that has provided repairs to clients who live in mobile homes as well as single family units and apartments. Most of the repairs are minor and are done by North Peninsula’s own work crew.

 

Discussion

The demand for home repair and revitalization is growing with the County’s high cost housing situation and regular services from private contractors are either too expensive or the contractors do not want jobs that are so small.

North Peninsula has increased its expertise in minor home repairs and has excellent community relationships. The Department of Housing feels this is a worthwhile service and North Peninsula Neighborhood Services Center has proven to be an excellent service provider doing the kind of home repairs that low and very low-income clients need the most.

In addition to authorizing the execution of the Agreement, this Resolution gives the Director the authority to make changes in the types of services and activities provided by Contractor, so long as such changes do not increase the County’s maximum fiscal obligation.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Resolution and Agreement as to form. Risk Management has reviewed and approved the insurance coverage provided by the Contractor.

 
 

Fiscal Impact

This program is included in the Department of Housing Budget for FY 2006-07. The County’s total obligation under this Agreement is $120,000, from CDBG funds. There is no Net County Cost.
