Fee For Service Agreements for Providers of Alcohol and Drug Prevention and Treatment Services for FY 2006-07

 

RECOMMENDATION:

Adopt a Resolution:

 

A.

Waiving the Request for Proposal process;

 

B.

Authorizing the execution of the Fee For Service Agreements with: 1) Asian American Recovery Services; 2) BAART Behavioral Health Services Inc. (BBHS);

3) Daytop Village, Inc.; 4) El Centro de Libertad; 5) Free at Last; 6) The Latino Commission; 7) Project Ninety, Inc.; 8) Pyramid Alternatives; 9) Service League of San Mateo County; 10) Sitike Counseling Center; 11) Walden House, Inc.; and

12) Women’s Recovery Association, to provide alcohol and drug prevention and treatment services, for the term of July 1, 2006 through June 30, 2007, in the amount of $1,263,582; and

 

C.

Authorizing the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000, and to make minor changes in the types of services and activities provided under these Agreements.

Goal 8: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life.

The Fee For Service Agreements contribute to this commitment and goal by providing individuals and families in San Mateo County with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

* Previously, this OBM measure, measured the percent of clients reducing or abstaining from alcohol and/or other drug use at 3 months and 9 months post-intake. The follow-up time frame for FY2005-06 has been changed to 6 months and 12 months post-intake in order to align with Federal follow-up standards. Data is currently in development.

BACKGROUND:

These twelve (12) Agreements will provide an array of alcohol and drug treatment services including, but not limited to: substance abuse education and early intervention; treatment readiness; outpatient treatment; nonresidential treatment; residential treatment; aftercare; HIV outreach; linkages to other resources; recovery support; and methadone detoxification and maintenance service. The contracts include a Fee For Service payment provision.

 

Referrals to these providers for such services are made by a variety of sources, including the Adult Drug Courts, Adult Probation, Health Services, Medical Center, Alcohol and Other Drug Assessors, and others.

 

DISCUSSION:

These Agreements will continue Fee For Service alcohol and drug treatment services for FY 2006-07. The treatment and prevention services described in this contract are associated with Drug Court, HIV Door to Treatment, and the Ryan White Care Act.

 

The Board of Supervisors is being asked to waive the RFP process because Alcohol and Other Drug Services is in the process of developing a comprehensive Alcohol and Drug Treatment and Prevention strategic plan. The planning process involves treatment providers, other County departments and community stakeholders. The strategic plan will provide the priorities and guidelines that will be utilized in the RFP that will be issued for the Fiscal Year 2007-08.

 
   

The contractors have assured compliance with the County’s Contactor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 
   

FISCAL IMPACT:

The term of these Agreements is July 1, 2006 through June 30, 2007. The total aggregate funding obligation for these twelve (12) Agreements is $1,263,582 and are funded by the following sources:
