Agreement with El Concilio of San Mateo County (El Concilio) for Core Services

 

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal (RFP) Process;

 

B.

Authorizing the execution of an Agreement with El Concilio to provide Core Services for the term of July 1, 2006 to June 30, 2007, in the amount of $109,924; and

 

C.

Authorizing the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed $25,000, and to make minor changes in the types of services and activities provided under the Agreement.

The Agreement contributes to this commitment and goal by providing San Mateo County residents with information, general assistance, case management, emergency material assistance and employment related activities through the seven Core Agencies.

BACKGROUND:

El Concilio is one of the seven (7) Core Service Agencies, which provides services to the residents of San Mateo County with information and referral, emergency assistance, case management and other Core Services. These Core Services provide access to the County’s Human Services delivery system and serve as part of the network to prevent homelessness. The Core Service Agencies including El Concilio, have met their performance measures in the past years with the Department of Housing and Human Services Agency.

 

DISCUSSION:

Previously, the Family Support Center of the Mid Peninsula provided Core Services to the residents of East Palo Alto/East Menlo Park. As of September 30, 2004, Family Support of the Mid Peninsula ceased their operations, leaving the community without an agency to provide immediate Core Services. Due to the need to move quickly to ensure continuation of emergency services to the community, the County of San Mateo Human Services Agency contracted with El Concilio Agency, for the delivery of emergency Core Services.

El Concilio Agency has provided such services since October 1, 2004.

 

The request to waive the RFP process is due to the service provider’s response to the County’s Notification of Funding Availability (NOFA) for Fiscal Year 2006 -07. As a result,

El Concilio qualified to receive Community Development Block Grant (CDBG) funding by the Board of Supervisors, on May 2, 2006. Therefore, it is in the County’s best interest to continue with this Contractor so that there is no interruption of services to the community.

This Agreement is delayed due to extended negotiation time with Contractor.

 

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2006 through June 30, 2007. The total obligation is $109,924. The services under this Agreement are funded by the following sources: $6,924 funded through CDBG, and $103,000 provided by the County General Funds and is included in the FY 2006-07 tentatively Adopted Budget.
