BACKGROUND:

Shelter Network has provided emergency shelter and/or transitional housing for homeless families and individuals in the County of San Mateo since 1987. Shelter Network provides emergency assistance to San Mateo County homeless families at the following seven (7) program sites throughout the County: Family Crossroads/Daly City, First Step for Families/San Mateo, Maple Street/Redwood City, EPA House/East Palo Alto, Redwood Family House/Redwood City, Haven Family House/Menlo Park, and the Bridges Program/located in various locations, which provides longer-term support in scattered-site apartments and houses. Shelter Network also provides case management services designed to help families move to transitional housing or directly to permanent housing.

DISCUSSION:

This Agreement with Shelter Network is to provide emergency shelter and transitional housing for homeless individuals and families, as well as to provide case management services, and other social services for an additional year.

Shelter Network is the only organization that utilizes their own facilities to provide services to homeless families throughout the County. Shelter Network has always been successful in meeting its contracted goals while under contract with the Department of Housing.

The request to waive the RFP process is due to the service provider’s response to the County’s Notification of Funding Availability (NOFA) process for Fiscal Year 2006-07. As a result, Shelter Network qualified to receive Community Development Block Grant (CDBG) funding by the Board of Supervisors, on May 2, 2006. Therefore, it is in the County’s best interest to continue with this Contractor so that there is no interruption of services to the community.

This Agreement was delayed due to extended negotiations with the Contractor.

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

FISCAL IMPACT:

The term of this Agreement is July 1, 2006 through June 30, 2007. The total obligation is $472,870, of which $297,370 is Net County Cost, $119,167 is ESG and $56,333 is CDBG funding. Appropriations for this Agreement is included in the tentatively Adopted Budget for 2006-07.
