Third Amendment to the Agreement with City of Daly City, Jefferson Elementary School District, Bayshore School District, South San Francisco Unified School District, and Brisbane Elementary School District

 

RECOMMENDATION:

Adopt a Resolution authorizing the execution of a Third Amendment to the Agreement with the City of Daly City, Jefferson Elementary School District, Bayshore School District, South San Francisco Unified School District, and Brisbane Elementary School District to provide after-school and kindergarten readiness services extending the term to June 30, 2007, increasing the amount by $230,374 to $669,039, $161,262 is Net County Cost.

Goal (3): All Children in San Mateo County ages 0-5 years have access to child care/early learning opportunities that contribute to their entering kindergarten ready to succeed.

 

The Agreement contributes to this commitment and goal since the City of Daly City, Jefferson Elementary School District, Bayshore School District, South San Francisco Unified School District and Brisbane Elementary School District will be providing the educational tools that children need to be successful in school and in life.

BACKGROUND:

On June 30, 2004, the Board of Supervisors approved a two-year Agreement with the City of Daly City, Jefferson Elementary School District, Bayshore School District, South San Francisco Unified School District, and Brisbane Elementary School District pursuant to which the County agreed to pay the amount of $430,000 for the term of July 1, 2004 through June 30, 2006 to provide after school and kindergarten readiness services to all sixteen Daly City public elementary schools.

On April 28, 2005, the parties amended the Agreement to add a 1% Cost of Business Increase for FY 2004-05 in the amount of $2,150 for a new total of $432,150.

On January 27, 2006, the parties amended the Agreement a second time to add a 3% Cost of Business Increase for FY 2005-06 in the amount of $6,515 for a new total of $438,665. Both amendments did not require approval from the Board of Supervisors due to the limited amounts of the funding increases.

 

DISCUSSION:

This Third Amendment to the Agreement with the City of Daly City, Jefferson Elementary School District, Bayshore School District, South San Francisco Unified School District, and Brisbane Elementary School District extend the term of the Agreement to June 30, 2007 and add funds for FY 2006-07 for continuation of after-school and kindergarten readiness services to all sixteen Daly City public elementary schools. This extension will also allow the Human Services Agency (HSA) to work with the contractors to align with the current HSA goals and community direction.

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2004 through June 30, 2007. This Third Amendment adds funds for FY 2006-07 in the amount of $230,374 for a total contract amount of $669,039. Of the amendment amount of $230,374, $69,112 (30%) is funded through Child Welfare Services Funds and $161,262 (70%) is Net County Cost. This appropriation has been included in the tentatively Adopted Budget for FY 2006-07.
