Second Amendment to Agreement with Kate Bristol Consulting

 

RECOMMENDATION:

Adopt a Resolution:

A.

Authorizing a Second Amendment to the Agreement with Kate Bristol Consulting to provide consulting services and technical support for the San Mateo County Homeless Continuum of Care (CoC), for the term of August 1, 2004 to July 31, 2007, increasing the amount by $50,000 to $125,000, $50,000 is Net County Cost; and

 

B.

Authorizing the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000, and to make minor changes in the types of services and activities provided under the Agreement.

 

VISION ALIGNMENT:

Commitment: Offer a full range of housing choice.

Goal 9: Housing exists for people at all income levels and for all generation of families. The Amendment contributes to this commitment and goal by providing technical assistance to San Mateo County CoC to receive funding from the Department of Housing and Urban Development (HUD) to provide permanent housing to San Mateo County residents.

BACKGROUND:

On September 17, 2004, the Human Services Agency (HSA) entered into an Agreement with Kate Bristol Consulting in the amount of $50,000 for consultation services and technical assistance for the CoC planning and development process, assistance with the planning and development of the 10-Year Plan to end homelessness in San Mateo County, and to develop other Agency funding applications.

 

On September 22, 2005 the County Manager’s Office approved the Change Order No. 1 to add $25,000 to the Contract in order to enable the contractor to continue working and developing additional plans for CoC and preparation of CoC applications.

 

DISCUSSION:

This Second Amendment is for the Contractor to continue to provide consultation services and technical support as needed for the CoC’s year round planning and developing related measures. CoC’s competitive and technical nature requires detailed attention to year round planning in order to enable the County to receive the requested funding of $5,159,705 from HUD. The additional funding is necessary at this time in order to allow the contractor to continue working on the remaining CoC projects and provide more detailed technical support.

 

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

FISCAL IMPACT:

The Second Amendment to the Agreement with Kate Bristol Consulting increases the amount by $50,000, for a total obligation of $125,000. The term remains August 1, 2004 to July 31, 2007. Funding for this Amendment is 100% Net County Cost and is included in the tentatively Adopted Budget for FY 2006-07.
