SUBJECT:

Agreement with the City/County Association of Governments for the Construction of the Willow Road Ramp Metering Project and Authorization to Apply for Federal Funding for Said Project - Menlo Park/East Palo Alto Area

 

Recommendation

Adopt resolutions authorizing:

 

1)

The President of the Board to execute an agreement on behalf of the County with the City/County Association of Governments (C/CAG) whereby the County will administer the contract of the construction of the above referenced project; and

 

2)

The Director of Public Works to submit an application to the Metropolitan Transportation Commission (MTC) for Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) Surface Transportation Program (STP) and Congestion Mitigation and Air Quality (CMAQ) funding to finance the above referenced project.

The metering of traffic at the Willow Road/US 101 Separation will help reduce the overall congestion on US 101 for the benefit of traveling public.

 

Background

The Willow Road Separation is on the Federal Highway System and is within the Caltrans right-of-way.

 

The ramp-metering project qualifies for grant funding, and the San Mateo County Transit Authority is in the process of having plans and specifications prepared for the work, and is working with Caltrans to secure an encroachment permit for the proposed construction.

 

C/CAG has requested the assistance of the Department of Public Works (DPW) as SMCTA has not done contract administration or construction inspection for road related projects. In addition, Caltrans has indicated that the project would be delayed if it were integrated into their construction schedule.

 

Concurrently, MTC requires that a resolution of the local agency’s governing board endorsing a proposed project be submitted with a grant application in order for the project secure funding. C/CAG has also requested that we submit the required resolution to MTC in support of project funding.

 

Discussion

The ramp metering project is an integral part of C/CAG’s overall plan to reduce congestion on the highway network identified in C/CAG’s Congestion Management Plan; and the Department is willing to provide the contract administration and construction services. We are also recommending that your Board approve the required resolution in order to facilitate the financing of the proposed work.

 

The agreement provides that the County will advance the funds necessary to complete construction of the project and to finance contract administration and inspection and to administer the contract; and C/CAG agrees to insure that the County is reimbursed for all its costs associated with doing the work, either with grant funds or by payments made to the County by C/CAG.

 

Resolutions have been approved as to form by County Counsel.

 

Fiscal Impact

The estimated cost of this project is $582,000 and is proposed to be financed as follows:

We will submit an Appropriation Transfer Request (ATR) once a commitment from MTC is received to account for both the expenditure and revenue as the project will initially be financed with Road Funds, as the federal SAFETEA funds are received on a reimbursable basis. The Road Fund will be reimbursed as the federal and C/CAG funds are received.

 

There is no impact to the General Fund.
