SUBJECT:

Rejecting the Bids for the 2006 Coastside Cape and Slurry Seal (Project No. RF800, F-306[D]) and Authorizing the Director of Public Works to Re-advertise the Project for Bid

 

Recommendation

Adopt a resolution rejecting the bids for the 2006 Coastside Cape and Slurry Seal Project and authorizing the Director of Public Works to re-advertise the project for bid in the Spring of 2007.

Rejecting the bids received for the project and authorizing the re-advertising of the project for bid, will allow us to obtain more competitive bids when the construction market is more favorable.

 

Background

Previous Board Action

Adopted Resolution No. 067454 on July 12, 2005, which “streamlined” the bid process for non-controversial maintenance type road projects, by authorizing the Director of Public Works to develop plans and specifications and to call for bids for projects identified in said resolution.

 

History

The proposed project was identified as one of the non-controversial road maintenance projects that could be advertised for bids by the Director of Public Works.

 

On July 18, 2006, bids were accepted for the 2006 Coastside Cape and Slurry Seal Project. Graham Contractors at $404,089.00 was the lowest bid received. A summary of the bids received is as follows:

Discussion

The engineer’s estimate for the project was $305,000.00.

 

The lowest bid received ($404,089.00) is approximately 32% higher than anticipated and substantially higher than bids received this year and last year for comparable work.

 

We are recommending that the bids received for this project be rejected as provided for in Section 22038 of the Public Contract Code and that we be authorized to re-bid the project in the Spring of 2007.

 

A form of resolution has been approved by County Counsel.

 

Fiscal Impact

There is no impact to the General Fund.
