ADOPT A RESOLUTION AUTHORIZING AN ADDENDUM

TO THE ADVISORY BOARD MEMBERSHIP AGREEMENT

ADDING THE REVENUE CYCLE COMPASS PROGRAM; INCREASING THE MAXIMUM AMOUNT BY $194,700 BRINGING THE TOTAL OBLIGATION TO $238,500; EXTENDING THE TERM TO AUGUST 14, 2007; AND ADDING LANGUAGE REGARDING NON-DISCRIMINATION AND OTHER RQUIREMENTS AND COMPLIANCE WITH CONTRACTOR EMPLOYEE JURY SERVICE ORDINANCE

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the advisory Board provides subscription services, research support, seminars and consultative work to a member network of private and public hospitals; and

WHEREAS, on April 10, 2006, the Chief Executive Officer of San Mateo Medical Center approved an Agreement with the Advisory Board company for membership to the Nursing Executive Center Program. Change Order 1, which added membership to the Health Care Advisory Board to the Agreement, was approved by the Purchasing Agent on June 6, 2006; and

WHEREAS, currently SMMC staff rely on multiply reports generated from the billing system to analyze and evaluate the status of accounts receivable. The current billing system does not have the current technology in which elements required to problem solve are available in one location; and

WHEREAS, the Compass program consolidates all the elements necessary to evaluate accounts receivable at the fingertips of management and staff using web based technology. The Compass program will assist SMMC management and staff in analyzing root causes of denials, identifying at-risk accounts, developing collector work lists, evaluating the causes of bad debt, eliminating bottle-necks impacting unbilled Accounts Receivable, evaluating payer performance, screening for missing charges, evaluating employee performance, and benchmarking SMMC’s performance to the industry. All this information will be in one place at management’s and staff’s desktops via the web; and

WHEREAS, the parties wish to further amend the Agreement by adding the Revenue Cycle Compass Program; increasing the amount by $194,700 changing the Agreement obligation from $43,800 to $238,500; extending the term of the Agreement to August 14, 2007; and adding language regarding Non-Discrimination and Other Requirements and Compliance with Contractor Employee Jury Service Ordinance; and

WHEREAS, the Board has been presented with this Amendment and desires to enter into same; and

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of the Board of Supervisors is hereby authorized and directed to execute said Amendment to the Agreement for and on Behalf of the County of San Mateo and the Clerk of the Board shall attest the President’s signature thereto.
