BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION WAIVING THE REQUEST FOR PROPOSALS PROCESS AND AUTHORIZING THE SHERIFF TO EXECUTE AN AGREEMENT WITH TELECOMMUNICATIONS ENGINEERING ASSOCIATES FOR MAINTENANCE SERVICES SUPPORTING THE LAW ENFORCEMENT DATA COMMUNICATION NETWORK (LAWNET).

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement, reference to which is hereby made for further particulars, whereby Telecommunications Engineering Associates (TEA) shall continue to provide support services for the Law Enforcement Data Communication Network (LawNet); and

WHEREAS, the San Mateo County CAL-ID Random Access Network (RAN) Board, is a duly constituted advisory board for the San Mateo County CAL-ID System; and

WHEREAS, in 2001, TEA developed a countywide law enforcement network (Law Net) for law enforcement agencies in San Mateo County to have shared access to critical databases and systems while ensuring state-of-the-art security to protect against unauthorized use of restricted information ; and

WHEREAS, LawNet is one of the most successful regional law enforcement networks of its kind with every municipal law enforcement agency in the County participating; and

WHEREAS, TEA has earned the confidence of the County Police Chiefs and Sheriff’s Association in supporting officer safety-critical systems, and has worked on a number of successful projects for various police agencies in the County; and

WHEREAS, it is in the best interest of the County to waive the Request for Proposals process and enter into an Agreement with TEA as a sole source provider in order to maintain system integrity; and

WHEREAS, both parties now wish to enter into an Agreement, for LawNet support services, for a three (3) year term expiring June 30, 2009, and an amount not to exceed two hundred twenty-one thousand one hundred thirty dollars ($221,130); and

WHEREAS, this Board has been presented with a form of such Agreement and has examined and approved same as to both form and content, and desires to enter into same:

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT: the Request for Proposals process is waived, and the Sheriff be, and is hereby authorized to, execute the Agreement with Telecommunications Engineering Associates, for and on behalf of the County of San Mateo CAL-ID RAN Board.

BE IT FURTHER RESOLVED that the Sheriff or his designee is hereby authorized and empowered to execute, in the name of the San Mateo County CAL-ID RAN Board, all necessary amendments and minor modifications, provided any cost increase can be born within the existing Message Switch System (MSS) – JPA Budget.
