Amended Affordability Agreement for One Affordable Housing Site on Coverdale Road, Pescadero

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Approving the Amended Affordability Agreement between the County of San Mateo and the Peter & Phyllis Marchi Trust, to provide long-term affordable housing on one parcel on Cloverdale Road, Pescadero.

   

2.

Authorizing the County Manager or his designee to record the Agreement and all necessary documents.

 

VISION ALIGNMENT:

Commitment: Offer a full range of housing choices.

Goal 9: Housing exists for people at all income levels and for all generations of families. The Agreement furthers the above commitment/goal by securing one unit for very low, low or affordable units for moderate income households in the Pescadero area.

 

BACKGROUND:

On November 8, 2005, at the request of the Environmental Services Agency, this Board approved revised Affordability Agreements on two parcels on Cloverdale Road, Pescadero. One Agreement related to the property held by Natalino & Phyllis Marchi (Parcel B; APN 086-050-070). The second Agreement involved property held by the Peter & Phyllis Marchi Trust (Parcel C; APN 068-050-080.) The revisions were necessary in order to allow the Marchis to sell or transfer title of one of the parcels to their son, Peter Marchi, and to make the agreement more consistent with similar terms and conditions used in current Affordability Agreements. After the Board approved the revised Agreements, it was discovered that the Assessor’s Parcel Number (APN) in the Agreement for Parcel C was incorrect.

 

DISCUSSION:

Since the document is recorded, the reference to the APN must be accurate. It is therefore necessary to correct the APN reference in the Agreement for Parcel C, and this requires action by the Board to approve an Amended Agreement.

 

FISCAL IMPACT:

Nominal cost to Planning staff to monitor compliance with agreement periodically or upon transfer of title.
