SUBJECT:

Approval of Agreement with San Mateo Community Health Authority

 

RECOMMENDATION:

Adopt a resolution authorizing an agreement with the San Mateo Community Health Authority for health benefits for extra help employees for the period from September 1, 2006 through August 31, 2011.

BACKGROUND:

The County negotiated the provision of health care benefits to eligible extra help employees. The negotiated agreement specified that the County will provide 50% of employee only premium with eligible individuals assuming responsibility for the remaining 50%. The County explored multiple health care plan options and agreed to provide coverage through the San Mateo Community Health Authority under its HealthWorx Plan effective September 1, 2006.

 

DISCUSSION:

In early July, 2006 the County identified approximately 150 individuals who might be eligible based on the number of hours they worked in FY 2005-2006. Three informational sessions were offered by representatives from the County and the Authority in July and August, 2006.

An Open Enrollment period was scheduled from July 24, through August 3, 2006. A total of 18 individuals enrolled in coverage.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The County’s cost, which represents 50% of the current premium, totals $21,093 for the first year of coverage. Depending on the number of individuals who enroll, the highest estimated cost annually is approximately $175,000.
