Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification of five positions and salary adjustment for one classification will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work.

 

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

 

Discussion

The salary ordinance changes herein represent:

reclassifying one filled and four vacant positions,

deleting one vacant position,

changing the salary rate of one classification, and

adjusting the vacation accruals for two classifications.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 12000 COUNTY MANAGER’S OFFICE

Action:

Change: The salary range of the classification of D180, Principal Management Analyst:

From: Biweekly Salary: $2,968.00 - $3,709.60

Approximate Monthly Salary: $6,431.00 - $8,038.00

To: Biweekly Salary: $3,607.20 - $4,508.80

Approximate Monthly Salary: $7,816.00 - $9,770.00

Explanation:

This is the salary range adjustment for the Principal Management Analyst classification. This action represents a monthly salary and benefits cost of $6,792 based on filling the three positions at the top step of the range. There is no change in the total number of authorized positions.

 

ORGANIZATION 16000 COUNTY COUNSEL

Action:

Amend: Part 10 of the Master Salary Ordinance to provide that the County Counsel shall be covered under the same Vacation provisions as the County Manager

Explanation:

This is an amendment of Part 10 of the Master Salary Ordinance increasing the vacation accrual limit to 720 hours and allowing an annual cash payment for up to 360 hours of accumulated vacation. This change represents a monthly salary and benefits cost of $1,626 based on an annual cash out of the full 360 allowable hours. There is no change in the total number of authorized positions.

Action:

Delete: One position of D193, Chief Inspector

Biweekly Salary: $4,039.20 - $5,048.80

Approximate Monthly Salary: $8,498.00 - $10,621.00

Add: One position of B243, Chief Inspector - U

Biweekly Salary: $4,039.20 - $5,048.80

Approximate Monthly Salary: $8,498.00 - $10,621.00

Explanation:

This is the deletion of one position of Chief Inspector and the addition of one position of Chief Inspector - U. This position is being changed to Unclassified in accordance with Provision 502.b.(9) of the County Charter. This action represents no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

Action:

Reclassify: One position of D045, Administrative Services Manager I

Biweekly Salary: $2,968.00 - $3,709.60

Approximate Monthly Salary: $6,431.00 - $8,038.00

To: One position of D151, Financial Services Manager II

Biweekly Salary: $3,272.00 - $4,089.60

Approximate Monthly Salary: $7,090.00 - $8,862.00

Explanation:

This is the reclassification of one filled position of Administrative Services Manager I to the classification of Financial Services Manager II. This position has been studied and determined to be appropriately classified as Financial Services Manager II. This action represents a monthly salary and benefits cost of $1,170. There is no change in the total number of authorized positions.

From: Biweekly Salary: $3,435.20 - $4,294.40

Approximate Monthly Salary: $7,444.00 - $9,305.00

To: Biweekly Salary: $3,787.20 - $4,734.40

Approximate Monthly Salary: $8,206.00 - $10,259.00

Explanation:

This is the salary range adjustment for the Deputy Director of Administration and Airports classification. Based on a salary study, it is appropriate to raise the salary by 10% to the recommended rate to better align with similar classifications and to attract qualified candidates. This action represents a monthly salary and benefits cost of $1,355. There is no change in the total number of authorized positions.

Biweekly Salary: $1,841.60 - $2,301.60

Approximate Monthly Salary: $3,990.00 - $4,987.00

Explanation:

This is the reclassification of one vacant position of Health Services Manager I - U to the classification of Graphics Specialist. This position has been studied and determined to be appropriately classified as Graphics Specialist. This action represents a monthly salary and benefits savings of $4,038. There is no change in the total number of authorized positions.

Biweekly Salary: $2,826.40 - $3,532.80

Approximate Monthly Salary: $6,124.00 - $7,655.00

To: One position of D042, Director of Materials Management

Biweekly Salary: $3,116.00 - $3,895.20

Approximate Monthly Salary: $6,752.00 - $8,440.00

Explanation:

This is the reclassification of one vacant position of Health Services Manager I to the classification of Director of Materials Management. This position has been studied and determined to be appropriately classified as Director of Materials Management. This action represents a monthly salary and benefits cost of $1,115. There is no change in the total number of authorized positions.

Delete: One position of F001, Hospital Central Services Supervisor

Biweekly Salary: $2,242.40 - $2,803.20

Approximate Monthly Salary: $4,859.00 - $6,074.00

Delete: One position of E410, Storekeeping Supervisor

Biweekly Salary: $1,709.60 - $2,136.80

Approximate Monthly Salary: $3,704.00 - $4,630.00

Add: One position of F080, Central Services and Supply Supervisor

Biweekly Salary: $2,394.40 - $2,992.80

Approximate Monthly Salary: $5,188.00 - $6,485.00

Explanation:

This is the deletion of one position of Hospital Central Services Supervisor and one position of Storekeeping Supervisor and the addition of one new position of Central Services and Supply Supervisor. This new position has been studied and determined to be appropriately classified as Central Services and Supply Supervisor. This action represents a monthly salary and benefits savings of $5,780. There is no change in the total number of authorized positions.

 

Fiscal Impact

The reclassifications, salary adjustment, and deletes and add represent a monthly salary and benefits cost of $614 or an annual cost of $7,368.
