SUBJECT:

Resolution to Authorize County Parks and Recreation to Enter into Grant Agreements with California State Lands Commission for the Seal Cove Stair Access and Mirada Surf West Coastal Trail Projects

 

RECOMMENDATION:

Adopt a resolution authorizing the Director of County Parks and Recreation to execute two grant agreements between the California State Lands Commission and County Parks and Recreation for grant funding and any other subsequent documents related to those grants in the amount of $125,000 for the Seal Cove Stair Access Project and $50,000 for the Mirada Surf West Coastal Trail Project.

 

VISION ALIGNMENT:

Commitment: Preserve and provide people access to our natural environment.

Goals 14 and 15: Important natural resources are preserved and enhanced through environmental stewardship and residents have nearby access to green space, such as parks and recreational opportunities.

 

The grant agreements contribute to the commitment and goals in that the funding will be used to create access for people to the natural environments of a coastal trail at Mirada Surf and the reefs and beach at Fitzgerald Marine Reserve. Both Mirada Surf and Fitzgerald Marine Reserve are environmentally sensitive areas so providing determined access both protects the environment as well as provide for the safety of visitors.

 

BACKGROUND:

The California State Lands Commission has worked with County Parks staff on developing mutually agreeable projects to use mitigation funding from the Command Natural Resource Damage Account (Command Oil Spill) for restoration projects, and include the two projects under consideration here and the Corvid Management Project that the Board approved on August 1, 2006.

 

DISCUSSION:

Seal Cove Stair Access Project

The proposed project is to construct a concrete and wood staircase on the north side of the bluff at Seal Cove in the Fitzgerald Marine Reserve to provide access to the beach. There will be a mid-slope viewing platform, approximately six-feet by 15-feet in dimension, located north of the existing stairway alignment.

Mirada Surf West Coastal Trail Project

The proposed project is to develop approximately one-half mile of Class I trail (multi-use, 12-foot width paved with center striping and four-foot width gravel shoulders, on Mirada Surf West, which is a coastal bluff in El Granada, in San Mateo County. The trail would run from Magellan Road, Miramar north to Highway 1 in Half Moon Bay. The trail would be adjacent to, and parallel with State Highway 1, and will close a gap in 14 miles of continuous multi-use trail from Half Moon Bay to the Pillar Point Harbor in Princeton.

 

FISCAL IMPACT:

It is expected that the Seal Cove Stair Access Project will be fully funded by the grant funding of $125,000. The Mirada Surf West Coastal Trail project will be fully funded by a combination of grant funding sources, which would include this grant funding of $50,000. There will be no Net County Cost associated with either project.
