Grant Agreement with State Department of Health Services for the California Nutrition Network (CNN)

 

RECOMMENDATION

Resolution authorizing the execution of a grant agreement with the State Department of Health Services, Cancer Prevention and Nutrition Section, for participation in the California Nutrition Network for Healthy, Active Families, for the term of October 1, 2006 through September 30, 2009, in the amount of $574,191.

The CNN grant contributes to this commitment and goal by providing funds to promote dietary changes and physical activity levels in order to reduce the risk of chronic disease in San Mateo County.

BACKGROUND

San Mateo County ranks poorly in the State on prevalence of overweight among low-income children. More specifically, according to the Pediatric Nutrition Surveillance System Overweight Data for 2004, 46% of low-income children in this county are overweight or obese and 54% of all San Mateo County residents are overweight or obese. The County Blueprint for Prevention of Childhood Obesity Task Force is actively working to reduce these numbers.

 

The California Nutrition Network for Healthy, Active Families is a part of a U.S. Department of Agriculture initiative which provides federal funds to promote healthy eating, physical activity, and access to nutritious foods to reduce the incidence of chronic disease in low income communities. San Mateo County has been a grantee since 1998.

 

DISCUSSION

The renewed CNN funding will be used to continue a nutrition education and physical activity program designed to promote the physical and psycho-social well-being of at-risk youth. Other interventions include production of a low literacy nutrition bulletin in Spanish and “Train the Trainer” workshops for health care providers to introduce nutrition education activities. CNN engages community partners in communicating the messages of nutrition and physical activities.

 

Three new and innovative nutrition education classes are also planned. One program will meet the special nutritional needs of adult women of all ages, “Spring Training” will encourage good nutrition and physical activity in teenage boys, and “Honoring Community Heroes” will encourage adults to model a healthy lifestyle for the children in their community. CNN will continue to participate actively in implementing parts of the San Mateo County Blueprint for Prevention of Childhood Obesity.

 

FISCAL IMPACT

The term of the agreement is from October 1, 2006 through September 30, 2009. The total federal funds included in the agreement is $574,191: $183,908 for FY 2006-07, $192,495 for FY 2007-08, and $197,788 for FY 2008-09. The agreement requires a commitment of local funds at a two to one ratio, which will be met by applying funds already committed to existing Public Health Nutrition Programs. The county general/local fund commitments will be $1,148,442 over the three year grant period. The revenue and expenditures related to this contract have been included in the tentatively Adopted FY 2006-07 Budget and will be included in future budget requests. There is no new Net County Cost associated with this grant agreement.
