Background
There has been a shortage of adult and child psychiatrists in California and in the nation for the past several years. Mental Health has found it extremely difficult to fill adult and child psychiatrist positions. Under Administrative Memorandum B-1 agreements with physicians are exempt from the requirement for a Request for Proposals process. Mental Health Services runs advertisements for specialty psychiatric services on a regular basis in the Northern California Psychiatric Newsletter and other venues as needed. Dr. Bashiri was selected from candidates who responded to those advertisements.
Discussion
Dr. Bashiri will provide psychiatric services for at-risk youth in the County Mental Health system. Services shall include youth psychiatric evaluation, treatment, and management, including medication evaluation and monitoring; diagnostic evaluations; psychotherapy; family consultation and therapy; treatment plan review; case consultation with Youth Services Campus Mental Health team members; collaboration with medical staff, Probation staff, and other partner agencies; residency training; and other duties as assigned. The clinic service site is the Youth Services Campus.
The term of this agreement is August 1, 2006 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management.
The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.
Fiscal Impact
The agreement maximum is $111,831, which has been included in the Mental Health Services’ tentatively Approved FY 2006-07 Budget. State and Federal Medi-Cal is expected to fund $13,420 and sales tax through realignment is expected to fund $98,411. There is no Net County Cost.
