Agreement with Caminar

 

RECOMMENDATION:

Adopt a resolution:

1) Waiving the request for proposals requirement for housing and housing related services, and supported education services;

2) Authorizing the President of the Board to execute an agreement with Caminar for the provision of housing and housing related services, supported education services, intensive case management and rehabilitation services for the term July 1, 2006 through June 30, 2007, for a maximum obligation of $6,230,319, Net County Cost is $737,236; and

3) Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

BACKGROUND:

San Mateo County has contracted with Caminar for over 25 years to provide housing and housing related services, supported education services, and rehabilitation services to psychiatrically disabled adult consumers. Without community based support services these mental health clients would be at significantly increased risk of psychiatric hospitalization, placement in a locked skilled nursing facility, or of becoming homeless.

 

DISCUSSION:

The specific services provided by Caminar include crisis residential treatment services, transitional residential treatment services, medication support, case management, intensive case management, and rehabilitation services for psychiatrically disabled adults. The Agreement also includes enhanced supported education services for transition-age youth with emotional and behavioral difficulties. These enhanced services are included in the three-year Mental Health Services Act (MHSA) plan approved by the State.

 

Mental Health Services is requesting a waiver of the request for proposal (RFP) requirements for this agreement for housing and housing related services, and supported education services. There is a significant and ongoing shortage of housing and housing related services available for Mental Health clients; therefore, Mental Health Services is willing to contract with this qualified provider of housing services. Caminar is the only known provider of supported education services in San Mateo County. Mental Health Services is asking to contract with Caminar as a sole source provider of these services.

 

In December of 2005 Mental Health Services conducted an RFP process for the selection of a provider of Full Service Partnership (FSP) services for Adults/Older Adults. That RFP included an intensive case management component which is equivalent to the level of intensive case management services that Caminar has provided under previous contracts. Although the RFP was widely distributed, only two contractors submitted proposals, one of which was Caminar. While Caminar was considered a qualified provider of the FSP services, they were not selected. Mental Health has used the results of that FSP RFP process to select Caminar as a provider of intensive case management services for this agreement.

 

The term of the agreement is July 1, 2006 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

Caminar was granted a 3% COLA for FY 2006-07 which is reflected in the agreement maximum of $6,230,319. Federal and State Medi-Cal and Medicare are expected to fund a total of approximately $2,000,000. The Mental Health Services’ Substance Abuse and Mental Health Services Administration (SAMHSA) grant will provide $48,340 in funding. It is expected that MHSA funds will cover $159,700 of the cost. Sales tax provided through realignment will cover $3,285,043. The Net County Cost is $737,236. Funds for this agreement are included in the tentatively Adopted FY 2006-07 Budget.
