Agreement with Edgewood Center for Children and Families

   

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an agreement with Edgewood Center for Children and Families for mental health services for the term July 1, 2006 through June 30, 2007, for a maximum obligation of $1,007,232, Net County Cost of $103,593; and

 

2) Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

BACKGROUND:

Since 1996 Edgewood Center for Children and Families has been providing school based mental health services to San Mateo County children and youth ages five through twelve. Edgewood Center provides three types of school based mental health services to San Mateo County youth: Day Treatment, outpatient mental health services, and Therapeutic Behavioral Services (TBS). Since 1999 Edgewood Center has provided mental health outpatient services to youth and their families under the Mental Health Plan (MHP).

 

In October 2004 a Request for Proposals (RFP) for the Child Abuse Treatment Program (CAT) was issued by Mental Health Services. Edgewood was one of seven agencies that responded with proposals, and was selected to provide these services in collaboration with Youth and Family Enrichment Services.

 

In May 2006 a RFP for the Therapeutic Behavioral Services (TBS) and Crisis In-Home Stabilization services was issued by Mental Health Services. Edgewood was one of six agencies that responded with proposals, and was selected to provide TBS for enrollees in the Full Service Partnership (FSP), which is provided by Edgewood through a separate contract.

 

DISCUSSION:

In addition to providing school based mental health services and mental health outpatient services under the MHP, Edgewood will provide CAT services for San Mateo County children, ages six through seventeen. These services include individual and family therapy to children and youth who have been abused, molested and/or neglected, and who have been referred to the CAT Program by San Mateo County Children and Family Services (Child Welfare). Edgewood provides CAT services in collaboration with Youth and Family Enrichment Services (YFES) and the University of California at San Francisco Department of Psychiatry (UCSF). Edgewood is subcontracting with YFES and UCSF for select parts of the CAT Program. Edgewood will also provide TBS for up to thirty (30) enrollees in the FSP.

 

The term of the agreement is July 1, 2006 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The Agreement maximum is $1,007,232, which is included in the tentatively Adopted FY 2006-07 Budget. Of that amount, $434,900 is expected to be funded by Federal and State Medi-Cal, $185,187 will be funded by Early and Periodic Screening, Diagnostic, and Treatment (EPSDT), $5,000 will be funded by Medicare, $13,023 will be funded by Healthy Kids and Healthy Families, $125,851 will be transferred to Mental Health Services from Human Services Agency for the CAT Program services, and sales tax from realignment will cover $139,678. The Net County Cost is $103,593 which includes the EPSDT required match and Net County Cost previously transferred to Mental Health from the Human Services Agency.
