RECOMMENDATION:
|
Adopt a resolution authorizing an amendment to the Agreement with Child Care Coordinating Council of San Mateo County to provide community worker and child care referral services, increasing the amount by $151,852, bringing the total obligation to $295,910 and extending the agreement one year through June 30, 2007.

The agreement contributes to these goals by allowing the Prenatal to Three Initiative (Pre-3) to continue to provide mental health support and services to parents of young children in high-risk families in San Mateo County.

BACKGROUND:
|
On November 15, 2005, your Board adopted Resolution 67657 approving an Agreement with Child Care Coordinating Council (Council) in the amount of $144,058 for the term of July 1, 2005 through June 30, 2006 to provide community worker and child care referral services. Child Care Coordinating Council provides community workers who manage cases through home visiting, facilitate parent-child support groups and teach parenting classes and training for providers on child health and development. On June 27, 2006, your Board approved Resolution No. 068110, authorizing the Controller to continue payments on this Agreement, which allowed continuation of services until this amendment is processed.

DISCUSSION:
|
Child Care Coordinating Council has successfully provided the agreed-upon services under the current Agreement and Pre-3 wishes to extend the agreement for a second year. The amendment will authorize Child Care Coordinating Council to continue to provide two community workers to Pre-3 and to administer child care referrals for Pre-3 clients through FY 2006-07. Community workers will continue to provide direct services and participate in quality assurance activities. Additionally, the amendment will continue to allow for administration of payments to child care providers who care for children while their parents attend the various education and support groups offered by Pre-3. The child care services are provided by licensed providers who are registered through the Council.

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved the resolution and amendment as to form. Risk Management has reviewed and approved the insurance coverage.

FISCAL IMPACT:
|
The term of the agreement is extended by one year through June 30, 2007. The amendment increases funding by $151,852, bringing the agreement total to $295,910. The increased amount includes the 3% increase granted to all community-based organizations and a minor increase in funding for the child care portion of the contract to allow for additional hours of care. Funding is provided by a grant from First 5 San Mateo County and reimbursement from Medi-Cal Targeted Case Management. Revenue and expenses have been included in the tentatively Adopted FY 2006-07 Budget. There is no Net County Cost.
