Application and Acceptance of Used Oil, Household Hazardous Waste and Tire Grants from the California Integrated Waste Management Board Grants for FY 2006-11

 

Recommendation:

Adopt a resolution:

1.

Authorizing the County of San Mateo to apply for and accept all available grant funds as the regional lead agency from the California Integrated Waste Management Board (CIWMB) for FY 2006-2011; and

2.

Authorizing the Director of Health Department to execute all subsequent documents related to CIWMB grants.

The ability to apply for and manage the Used Oil, Household Hazardous Waste (HHW) and Tire Grants from the CIWMB keeps the commitment and goal by providing the necessary monies to implement these important environmental protection programs.

Background

The Environmental Health Division (Division) manages three programs that are vital in ensuring hazardous and damaging waste does not pose a threat to public health or the environment. The Used Oil, HHW and the Tire Inspection grants have been in effect for many years. These grants provide the Division with annual grant funding to sustain important education and environmental protection programs for the public. In 1996, 2002, and 2004, your Board adopted Resolution Nos. 60617, 65445, and 66622 respectively, enabling the Division to administer these grants. The resolutions also authorized appointing the Director of the Health Department as the designated signatory for documents related to these grants, including Annual Grant Applications, Payment Request Forms and Expenditure Itemization Summaries.

 

Tire and Oil Program funding comes exclusively from the CIWMB, which is the sole source of revenue for the program budget; CIWMB HHW grants supplement the County-funded program. Grant applications are required annually, and each year the Division must renew its application to receive the grants. The CIWMB requires that the lead grant applicant provide a resolution from their elected officials to apply for grants. The County of San Mateo serves as the lead for all the incorporated cities for the Used Oil Block Grant and HHW grants.

 

Discussion

The Used Oil Program collects over 80,000 gallons of oil for recycling annually and provides pollution prevention education and collection opportunities to the population of San Mateo County. The HHW Program holds weekly collection events at various locations throughout the County, thus diverting over 100,000 gallons of hazardous waste from landfill disposal. Improperly disposed tires have the potential to become a solid waste disposal problem and breeding ground for carriers of disease, endangering the public health. Our Hazardous Materials regulators inspect all facilities that generate used and/or waste tires for disposal in the County.

 

The three programs are critical links for residents to manage their waste properly by diverting it from landfills and protecting the environment from pollutants. The CIWMB grants are essential to the Used Oil, HHW, and Tire Programs as much of the funding for education and collection opportunities of these items in San Mateo County comes from those grants.

 

Fiscal Impact

The appropriations and revenue for FY 2006-07 are included in the tentatively Adopted Budget. The budgeted amount for the Used Oil Grant is $201,898, the Waste Tire Grant is $266,743, the Competitive HHW Grant is $277,035, and the HHW Coordination Grant is $10,015. Appropriations and revenue for future years will be included in subsequent budgets. There is no Net County Cost associated with these grant programs.
