Agreement with InnVision – The Way Home (InnVision), for emergency Shelter Services

 

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal (RFP) process;

 

B.

Authorizing the execution of an Agreement with InnVision to provide the administration and coordination of emergency homeless shelter services for the term of July 1, 2006 to June 30, 2007, in the amount of $110,484; and

 

C.

Authorizing the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000, and to make minor changes in the types of services and activities provided under the Agreement.

Goal Number 9: Housing exists for people at all income levels and for all generations of families. The Agreement with InnVision contributes to this commitment and goal through the cooperative effects of public and private parties to advance the mutual goal through the cooperative efforts of public and private parties to advance the mutual goal of providing a continuum of housing opportunities for homeless families.

BACKGROUND:

InnVision was established in 1973, as a leading provider of housing and supportive services for the at-risk and homeless population in Santa Clara County. On July 1, 2004, Clara Mateo Alliance (CMA) merged with InnVision. With the addition of CMA programs, staff, and expertise, InnVision was established as a provider of services for the homeless and at-risk residents of both Santa Clara County and San Mateo County.

 

DISCUSSION:

InnVision programs provide housing resources and supportive services to extremely low-income families. The mission of the programs is to create stability for clients in order to promote job achievement, retention and advancement through the provision of housing resources and supportive services, increase the families’ general health and education, thereby enabling participants to reach and maintain self-sufficiency. Based on InnVision’s unique ability to provide services to homeless families throughout the County, it is considered to be in the County’s best interest to continue contracting with InnVision through the Human Services Agency.

 

The request to waive the RFP process is due to the service providers’ response to the County’s Notification of Funding Availability (NOFA) for Fiscal Year 2006-07. As a result, InnVision qualified to receive Community Development Block Grant (CDBG) funding by the Board of Supervisors, on May 2, 2006. Therefore, it is in the County’s best interest to continue with this Contractor so that there is no interruption of services to the community.

This Agreement was delayed due to extended negotiations with Contractor.

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

FISCAL IMPACT:

The term of this Agreement is July 1, 2006 through June 30, 2007. The total obligation of this Agreement is $110,484, of which $72,000 is CDBG funds and $38,484 is CalWorks funds. Appropriations for this Agreement are included in the tentatively Adopted Budget for FY 2006-07. There is no Net County Cost.
