Agreement with Samaritan House

 

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal (RFP) process;

 

B.

Authorizing the execution of an Agreement with Samaritan House to provide Core Services for the term of July 1, 2006 to June 30, 2007, in the amount of $100,408, $93,484 is Net County Cost; and

 

C.

Authorizing the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000, and to make minor changes in the types of services and activities provided under the Agreement.

Goal Number 23: Leader throughout the County provided the impetus for broader regional solutions in land use, housing, childcare, education, health and transportation. This Agreement contributes to the commitment and goal by providing San Mateo County residents with information, general assistance, case management, emergency material assistance and employment related activities through the seven Core agencies.

BACKGROUND:

Samaritan is one of the seven (7) Core Service Agencies, which provides services to the residents of San Mateo County with information and referral, emergency assistance, case management and other services. These Core services provide access to the County’s Human Services delivery system and serves as part of the network to prevent homelessness. The Core Service Agencies including Samaritan, have met their performance measures in the past years with the Department of Housing and Human Services Agency.

 

DISCUSSION:

Samaritan House has been engaged in providing shelter services in San Mateo County for a number of years and has partnered with the Human Services Agency to develop a year-round, service enriched program at Safe Harbor.

The request to waive the RFP process is due to the service provider’s response to the County’s Notification of Funding Availability (NOFA) for Fiscal Year 2006-07. As a result, Samaritan House qualified to receive Community Development Block Grant (CDBG) funding by the Board of Supervisors, on May 2, 2006. Therefore, it is in the County’s best interest to continue with this Contractor so that there is no interruption of services to the community.

This Agreement was delayed due to the extended negotiations with the Contractor.

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2006 through June 30, 2007. The total obligation of this Agreement is $100,408, of which $93,484 is Net County Cost and $6,924 is from CDBG funds. Appropriations and Net County Cost for this Agreement are included in the tentatively Adopted Budget for FY 2006-07.
