Agreement with the Regents of the University of California San Francisco (UCSF) for the Provision of Alcohol and Drug Treatment Evaluation Services

 

RECOMMENDATION:

Adopt a Resolution Authorizing:

A.

A Waiver of the Request for Proposal (RFP) process;

 

B.

A forty-two (42) month Agreement with the Regents of the UCSF to provide evaluation services for Methamphetamine treatment and other stimulant abuse in the City of Half Moon Bay under the Center of Substance Abuse (CSAT) grant, in the amount of $145,500 for the period of August 15, 2005 to February 14, 2009; and

 

C.

The Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000, and to make minor changes in the types of services and activities provided under the Agreement.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal Number 8: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life. The Agreement contributes to this commitment and goal by evaluating the effectiveness of the Coastside Project by assisting the rural Coastside population with methamphetamine interventions, stimulant drug treatment, and the skills and support necessary to live alcohol and drug free lives.

Process Evaluation Interview

(of ten key staff and community stakeholders)

10 interviews will be conducted for the process evaluation reports and 80% of the process evaluation interviews will be completed in the first year.

Semi-Annual Evaluation Reports

(six reports during the term of the Agreement)

100% of the semi-annual evaluation reports will be submitted on time and will include the evaluation of the targeted outcomes as required by the grant, and meet all standards and requirements specified under this Agreement.

 

BACKGROUND:

The Human Services Agency’s Division of Alcohol and Other Drug Services (AOD) was awarded a thirty-six month United States Department of Health and Human Services (DHHS) CSAT grant in the amount of $1,196,055 to fund the Coastside Project in the City of Half Moon Bay. This Agreement represents the portion of CSAT funding that is dedicated to evaluation services. The Board of Supervisors approved the funding award on January 10, 2006.

 

DISCUSSION:

The grant project will expand services on the Coastside in Half Moon Bay in three (3) critical evidence based practice areas: Motivational Enhancement Therapy, Cognitive Behavioral Therapy and Outpatient Treatment. A total of one hundred seventy four (174) men and women will be served over the life of the grant. Ninety-six (96) families will participate in family education groups and seventy eight (78) people will participate in continuing care activities. The evaluation services provided by UCSF pursuant to this Agreement will be utilized to determine if the outcomes targeted in the funding proposal to the United States DHHS/CSAT are achieved. This Agreement is for a forty two (42) month period beginning August 15, 2005 and ending February 14, 2009. The additional unpaid time (6 months) is needed after the grant term ends for the Contractor to complete the required evaluation.

It is in the best interest of the County to waive the RFP process based on the Department of Health and Human Services (DHHS) Center for Substance Abuse Treatment (CSAT) Coastside Project Grant Number 1 H79 TI 17317 identifying UCSF as the grant evaluator.

The Agreement was delayed due to the length of time needed in negotiating program and contract deliverables.

The Contractor has assured compliance with the County’s Contractor Employee Jury Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The Agreement is for the period of August 15, 2005 to February 14, 2009, in the amount of $145,500, and is fully funded under this grant. Appropriations have been included in the tentatively Adopted Budget for FY 2006-08. There is no Net County Cost.
