Water Main Relocation at Edison Way and 12th Avenue – North Fair Oaks Area (Project No. MO108, F-36 [373A])

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the relocation of a 16” Redwood City Water Main at Edison Way and 12th Avenue, to facilitate the completion of storm drain improvements.

The relocation of the water main will facilitate the installation of a remaining section of 48” storm drain pipe that will improve the storm drain system in this area for the benefit of the public.

 

Background

 

Previous Board Action

Authorized the construction of road improvements on Edison Way that meet the minimum road standards that were previously approved by your Board for the North Fair Oaks area. The work also included the construction of storm drain improvements to help alleviate flooding in this area.

 

History

Road and storm drain improvements, including storm water storage capacity, were constructed on Edison Way as approved by your Board. However, we were unable to complete the construction of a new storm drain connection to transport the collected storm water to the Athlone Pump Station, due to the location of Redwood City’s water line and other utilities in the relatively narrow easement where the storm drain connection is proposed to be located.

 

We have worked with Redwood City and have developed a plan to relocate their facilities in the easement area in order that the storm drain system can be completed. The relocation work is an obligation of the County in order to complete the storm drain construction, as Redwood City has prior rights in the easement.

 

Discussion

The proposed work includes both the relocation of Redwood City’s water main and the installation of the remaining section of 48” storm drain to complete the upgrade of the storm system.

 

This project qualifies for a Categorical Exemption under the California Environmental Quality Act (CEQA), and Section 15301(C) of Title 14 of the California Code of Regulations, Class 1 “Existing Facilities” of the Public Resources Code, and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The estimated cost of construction is $110,000 and is proposed to be financed with Roadway Mitigation Funds, and sufficient funds have been appropriated for this work.

 

There is no impact to the General Fund.
