RECOMMENDATION:

Adopt a resolution:

authorizing the President of the Board to execute an Agreement with City of Daly City for custodial and maintenance services of the Mike Nevin Health Center for the term June 1, 2006 to May 31, 2008, in an amount not to exceed $395,199.84.

BACKGROUND:

The Mike Nevin Health Center is a 30,000 square foot building located directly across from the City of Daly City Civic Center. The building, grounds, and parking structure require custodial and maintenance services. The City of Daly City has agreed to provide this service at cost, using permanent, benefited employees. The services include full-time janitorial services; maintenance of the heating, ventilation, and air conditioning systems; elevator maintenance, plumbing, electrical, landscaping and parking lot maintenance.

 

DISCUSSION:

While the rest of facilities maintenance for San Mateo Medical Center has been transferred to Public Works, the distance to the Mike Nevin Health Center and staffing needs required to provide only maintenance make it impractical and costly for Public Works to extend this service to the Mike Nevin Health Center. In addition, there are no known independent contractors in the bay area that provide both maintenance and janitorial services. SMMC is requesting a waiver of the RFP process because contracting with the City for both maintenance and janitorial services, eliminating the need for two separate contracts, is the most cost-effective and feasible way to proceed at this time. San Mateo Medical Center will evaluate, over the next year, the feasibility of the County providing this service directly, continuing with the City, or contracting these services with two separate contractors.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

County Counsel has reviewed and approved this Agreement. Risk Management has approved the insurance coverage and agreed to mutual hold harmless language.

 

FISCAL IMPACT:

The term of the previous Agreement with the City was June 1, 2004 to May 31, 2006 with a maximum amount of $380,000. The City has increased their rates by approximately 6% percent over the previous Agreement.

The term of this Agreement is June 1, 2006 through May 31, 2008. The maximum amount of funds for this Agreement is $395,199.84 for the 24-month term. $16,466.66 is included in San Mateo Medical Center’s FY2005-2006 Adopted Budget, $197,599.92 is included in the FY2006-07 tentatively Adopted Budget, and $181,133.26 will be included in the FY2007-08 budget request.
