Annexation of Property to the Oak Knoll Sewer Maintenance District - Lands of Rumley (750 Hillcrest Drive, APN 058-271-040) – Redwood City (Oak Knoll) Area

 

Recommendation

Acting as the governing board of the Oak Knoll Sewer Maintenance District and after conducting a public hearing, adopt a resolution:

 

1.

ordering the annexation of the Lands of Rumley to the Oak Knoll Sewer Maintenance District (District).

 

2.

instructing the Clerk of the Board to transmit a copy of the resolution ordering annexation to the City of Redwood City.

Your Board authorizing the proposed annexation can result in the District providing sanitary sewer service to a parcel in a suburban area that would otherwise use an “on-site” method to handle wastewater, which could have an impact on neighboring residents.

 

Background

Previous Board Action

1.

Entered into an agreement with the City of Redwood City (City) dated August 23, 1983 for the provision of sewage transmission and disposal through City facilities, of wastewater collected by the District for properties within the unincorporated area of Redwood City, and within the current boundaries of the District.

   

2.

Set 9:15 a.m. on Tuesday, September 12, 2006, in your Chambers, as the time and place of a public hearing to consider the annexation of the Lands of Rumley to the District.

 

History

Stuart and Lorraine Rumley are the owners of the property at 750 Hillcrest Drive which is also identified as Assessor’s Parcel Number 058-271-040. They have requested that their property be annexed to the District in order to receive sewer service, as their existing septic system is deteriorating.

 

A public hearing to consider an annexation to the District is required pursuant to Section 4860 et seq. of the Health & Safety Code.

 

Discussion

The District is able to provide sewer service to the property and the City has consented to the annexation by adopting their Resolution 14681.

 

The public hearing to consider the proposed annexation has been properly noticed and the appropriate description prepared.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The property owner has paid the required fees which include:

The property owner will be subject to the annual sewer service charge levied by the District, currently $412 per year, and will also be required to construct and pay for the sewer main extension and sewer lateral that is necessary to bring sewer service to this property, if the annexation is approved and sewer service provided.

 

There is no impact to the General Fund.
