Agreement with Caminar for Consumer-Run Peer-Support Services

 

RECOMMENDATION:

Adopt a Resolution:

1)

Authorizing the President of the Board to execute an Agreement with Caminar for the development of an organization to provide consumer-run peer support services for the term July 1, 2006 through June 30, 2007 for a total obligation of $314,995; and

2)

Authorizing the Director of the Health Department to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the agreement.

BACKGROUND:

Consumer operated self-help/peer-support services have been identified in the President's New Freedom Commission on Mental Health Report as critical components of effective community mental health systems. They are also cited as a key service strategy in the Mental Health Services Act requirements. These services are essential to supporting consumers as they progress through all phases of wellness/recovery, including through periods of relapse. Peer-support services are cost effective and have been found to reach and engage mental health clients who otherwise may not be able to or choose not to participate in community activity programs on their own. San Mateo County has a long history of supporting these services.

 

In October of 2004 Mental Health Services released a Request for Proposals for the development of a consumer-run community-based organization (CBO) that would provide peer support/self-help services and for the provision of these services during the development phase. Three agencies submitted proposals and Caminar was selected to provide these services. On March 29, 2005, your Board approved an agreement with Caminar to provide administrative and organizational support for the development of an organization to provide peer support/self-help services for the term March 1, 2005 through June 30, 2006. That agreement is currently on the continuing resolution.

 

DISCUSSION:

Under this renewal agreement Caminar will continue to support the ongoing development of an independent 501(c)(3) mental health consumer-run organization (“CRO”) known as “Heart and Soul” that will be responsible for providing consumer peer support and self-help services in San Mateo County. The CRO is currently an independent legal corporate entity, and Caminar is subcontracting with it for the provision of consumer self-help services. During this development period Caminar shall maintain fiscal and supervisory responsibility for the provision of the program’s services, and will provide management supervision, consultation, and training for CRO staff in support of the CRO’s continued development. It is anticipated that Caminar will continue to provide these services through FY 2007-08.

 

At such time as the CRO has demonstrated sufficient administrative, program and personnel management capability in order to operate independently, as determined by Mental Health Services, the County will contract directly with the CRO for the provision of peer support services. Currently the CRO is providing peer support services at five locations in the County.

 

The term of this agreement is July 1, 2006 through June 30, 2007. This agreement has been reviewed and approved by County Counsel and Risk Management. Mental Health Services has another contract with Caminar for FY 2006-07 for the provision of crisis residential treatment services, transitional residential treatment services, medication support, case management, and rehabilitation services for adults.

 

Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The maximum obligation is $314,995, which is included in the Mental Health tentatively Adopted FY 2006-07 Budget. Funding for these services shall be 100% from sales tax through realignment. There is no Net County Cost.
