Agreement with Mateo Lodge, Inc.

 

RECOMMENDATION:

Adopt a resolution:

1) Waiving the request for proposals process for transitional residential treatment and supported housing (rehabilitative services with housing) for seriously mentally ill individuals at risk of homelessness;

2) Authorizing the President of the Board to execute an agreement with Mateo Lodge, Inc., for the period July 1, 2006 through June 30, 2007, for a maximum obligation of $1,664,877, Net County Cost of $138,904; and

3) Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

The agreement contributes to this commitment and goal by providing transitional residential treatment and supported housing (rehabilitative services with housing) for seriously mentally ill individuals at risk of homelessness.

BACKGROUND:

Mateo Lodge has provided residential and other mental health treatment services to San Mateo County clients for more than two decades. Their services are focused on providing low cost community-based alternatives for mental health adult clients who otherwise would have to live in locked psychiatric facilities, homeless shelters, or on the streets.

 

DISCUSSION:

Mental Health Services is renewing the agreement with Mateo Lodge for FY 2006-07. Mateo Lodge provides transitional residential treatment for seriously mentally ill adults at Wally’s Place and supported housing (rehabilitative services with housing) at their Humboldt, Cassia, Dexter, and Poplar houses. Supported housing services are designed to aid clients in a variety of community living arrangements and to assist clients in finding or maintaining permanent housing, employment, education, health care and mental health services. In addition, Mateo Lodge has a mobile support team that provides outreach and rehabilitation services to individuals who are homeless and mentally ill.

 

Mental Health Services is requesting a waiver of the request for proposals (RFP) process for this agreement for transitional residential treatment and supported housing (rehabilitative services with housing) for seriously mentally ill individuals at risk of homelessness. There is a significant and ongoing shortage of transitional residential treatment and supported housing available for Mental Health clients. Mental Health Services is willing to contract with qualified providers of these services.

 

The term of the agreement is July 1, 2006 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. The FY 2005-06 agreement with Mateo Lodge is currently on the continuing resolution.

 

FISCAL IMPACT:

Mateo Lodge was granted a 3% COLA for FY 2006-07 which is reflected in the agreement maximum of $1,664,877. Federal and State Medi-Cal and Medicare are expected to fund a total of approximately $450,000. Sales tax provided through realignment will cover $850,965. The Mental Health Services’ Projects for Assistance in Transition from Homelessness (PATH) grant funds will cover $117,943, and Substance Abuse and Mental Health Services Administration (SAMHSA) grant funds will cover $107,065. The Net County cost is $138,904. The Net County Cost includes the COLA and the County match for PATH grant funds. Funds for this agreement are included in the tentatively Adopted FY 2006-07 Budget.
