Agreement with YMCA of San Francisco

   

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an agreement with YMCA of San Francisco dba North Peninsula Family Alternatives, Pacifica Youth Services Bureau and Project FOCYS for the provision of mental health services for the term July 1, 2006 through June 30, 2007 for a total obligation of $235,800; Net County Cost of $19,218; and

 

2) Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

The agreement contributes to this commitment and goal by providing Juvenile Sexual Responsibility (JSR) and managed care mental health services through the Mental Health Plan (MHP) to San Mateo County residents.

BACKGROUND:

Juvenile sex offenders are a difficult high-risk population to treat due to their need for close monitoring, specialized long-term treatment, and a high recidivism rate. Research studies show that successful treatment of this population is dependent on continuity of specialized mental health treatment and the development of close collaborative relationships between agencies treating, supervising and monitoring offenders.

 

Since 1988 Mental Health Services has contracted with YMCA of San Francisco (YMCA), doing business as North Peninsula Family Alternatives, to provide JSR services to County youth. Mental Health Services issued a Request for Proposals (RFP) for the provision of JSR services in November of 2004. The YMCA was the only applicant for these services.

 

This contractor has also been an agency provider of managed care services provided through the MHP since 1996. In May 2004 Mental Health Services issued a RFP for the provision of managed care outpatient mental health services through the MHP. The YMCA responded with a proposal that was reviewed and accepted.

 

DISCUSSION:

Mental Health Services is renewing this agreement with YMCA of San Francisco for the provision of JSR and MHP services. Services shall include assessment and treatment. Treatment services include brief individual, family and group therapy. The JSR program also provides collateral services, which include contact with family and other collaborative partners (including Juvenile Probation and Child Welfare).

 

The term of the agreement is July 1, 2006 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. The FY 2005-06 agreement with this contractor has been included in the continuing resolution.

 

FISCAL IMPACT:

The agreement maximum is $235,800 with $150,000 being for managed care services authorized by the MHP. The amount for JSR services is $85,800, which includes a 3% COLA. Of the maximum amount federal and state Medi-Cal will fund $64,303; state funds for Early and Periodic Screening, Diagnostic and Treatment services (EPSDT) will fund $34,167; fees and private insurance will fund $32,025; Healthy Families will fund $7,569; Healthy Kids will fund $23,957; and sales tax provided through realignment will fund $10,941. Probation and the Human Services Agency each provide $21,810 for the JSR Program. The Net County Cost is $19,218 which includes the COLA and the County match for EPSDT services. Funds for this agreement are included in the tentatively Adopted FY 2006-07 Budget.
