Agreement with Breathe California

 

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal process;

 

B.

Authorizing the execution of an Agreement with Breathe California, Golden Gate Public Health Partnership to provide Tobacco Cessation Services for the term of July 1, 2006 through June 30, 2008, in the amount of $150,000.

   

C.

Authorizing the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal (8) Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life.

This Agreement contributes to the above-referenced commitment and goal by providing tobacco cessation classes and/or brief interventions to at-risk youth, which in turn contributes to the health and safety of the communities in San Mateo County.

BACKGROUND:

Breathe California (formally the American Lung Association) has consistently provided outstanding services and is a leader in Youth Cessation Services. Breathe has been active in the Tobacco Education Coalition serving as Chair of the coalition for the last several years.

 

DISCUSSION:

This Agreement with Breathe California will continue smoking cessation services to youth. Services include facilitator training, youth smoking cessation groups, smoking cessation for youth in substance abuse treatment, and smoking cessation services at 1 – 2 colleges within the San Mateo Community College District. It is in the County’s best interest to waive the RFP process since Breathe California is the only community based provider that provides smoking cessation services to youth in San Mateo County, and has done so since 1999.

 

This Agreement is delayed due to extended negotiations with Contractor.

The Contractor has assured compliance with the County’s Contractor Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2006 through June 30, 2008. The total obligation is $130,000. Appropriations of $65,000 will be provided from budgeted County funds, and this amount has been included in the FY 2006-07 tentatively Adopted Budget. Appropriations for FY 2007-08 of $65,000 will be included in the future years budget. There is no Net County Cost.
