SUBJECT:

Amendment to Agreement with Alameda County Workforce Investment Board

 

RECOMMENDATION:

Adopt a Resolution authorizing an Amendment to the Agreement with the Alameda County, Workforce Investment Board, extending the term to December 31, 2006.

This Agreement with the Alameda County Workforce Investment Board contributes to this commitment and goal by providing career training and job placement opportunities to dislocated workers assisting them in becoming self-sufficient.

BACKGROUND:

On June 30, 2004, the Alameda Workforce Investment Board, in collaboration with San Mateo County, was awarded a grant from the Department of Labor‘s President’s High Growth Job Initiative in the amount of two million dollars. The Alameda Workforce Investment Board is the fiscal agent for this grant. The amount to be administered to San Mateo County was $793,601 for the purpose of responding to the growing employer demands in the biotechnology industry, and to prepare and train dislocated and disadvantaged workers to fill these needs.

 

By accepting these grant funds, the San Mateo County Workforce Investment Board (“San Mateo County WIB”) has recruited, screened and assessed dislocated and disadvantaged workers to participate in Biotechnology Training that will lead to internship opportunities and potential entry-level positions in the Biotechnology Industry. Additionally, the San Mateo County WIB has subcontracted with learning institutions and partnered with community-based organizations and employers to provide training, internship opportunities and job placement services.

 

DISCUSSION:

San Mateo County is the Contractor and has accepted grant funds on behalf of the San Mateo County WIB. Alameda County, as the federal grantee, requested a six-month extension from the U.S. Department of Labor to allow additional time for continuation of grant services. The extension will allow San Mateo County to offer an additional Biotech training class and continued job placement services for past graduates.

This Amendment was delayed due to discussions with the Alameda County WIB and the need for Alameda County, as the federal grantee, to request an extension from the U.S. Department of Labor, and to also approve such extension.

 

FISCAL IMPACT:

This Amendment to the Agreement with the Alameda County is to extend the term only. The new term is August 1, 2004 through December 31, 2006. The total obligation to San Mateo County remains $793,601. There is no Net County Cost.
