SUBJECT:

Resolution 630-C Approving the Adoption of the County of San Mateo Appropriation Transfer Request Policy and Procedures for the Housing Authority.

 

RECOMMENDATION:

Adopt Resolution 630-C adopting the Appropriation Transfer Request (ATR) policy and procedures of the County of San Mateo as the Appropriation Transfer Request policy and procedures for the Housing Authority, and directing and authorizing the Director of the Department of Housing to implement such policy and procedures and to take all actions necessary in connection with the proper transfer of funds.

Approval of this Resolution contributes to this commitment and goal by establishing a process for internal transfer of funds within the Housing Authority that is based on sound fiscal operating procedures and is consistent with the County of San Mateo financial policy.

 

BACKGROUND:

In the FY 2005 A-133 Single Audit conducted by Patel and Associates, the Housing Authority was cited for an improper transfer of significant funds from the Housing Choice Voucher Program to the El Camino Village Program, a Public Housing Program. At the time of transfer, there was not a Board Resolution approving the transfer, nor adequate documentation of the terms and conditions of the transfer. This was due to the absence of applicable policy and procedure in the Housing Authority.

 

DISCUSSION:

The recommended Board action will put an ATR Policy and Procedure in place that conforms to those of the County of San Mateo as specified in Administrative Memorandum B-15.

One additional purpose of such formalization will be to provide the appropriate reviews of fund transfers between programs by the Board of Commissioners and the Housing Authority staff.

County Counsel has reviewed and approved the Resolution as to form.

There is no Net County Cost associated with this action.
