Agreement with MAR-RIC Transitional and Recovery Facility

   

RECOMMENDATION:

Adopt a resolution:

1.

Waiving the request for proposals process for transitional residential mental health services;

   

2.

Authorizing the President of the Board to execute an agreement with MAR-RIC Transitional and Recovery Facility for the term July 1, 2006 through June 30, 2007, for a maximum obligation of $127,641, Net County Cost is $14,041; and

   

3.

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the agreement.

BACKGROUND:

Mental Health Services has contracted with this provider since February 2002 for the provision of transitional residential services for individuals who are transitioning from locked facilities or psychiatric inpatient units to a lower level of care or who would otherwise require locked facility placement. This provider has been effective in working with seriously mentally ill clients to keep them in the community and out of more restrictive and more expensive locked facility placements.

 

DISCUSSION:

MAR-RIC Transitional and Recovery Facility will provide room and board, supervision twenty-four hours a day/seven days a week, medication assistance, onsite medical and psychiatric coverage, onsite individual and group therapy, and general support and assistance services for up to five County clients per month. The goals of this program are to prevent recidivism back to locked facilities or psychiatric inpatient units, to ensure continuity of treatment, and to provide a higher quality of life for program clients.

 

Mental Health Services is requesting a waiver of the request for proposals (RFP) process for this agreement for transitional housing for seriously mentally ill adults. There is a significant and ongoing shortage of transitional residential services available for Mental Health clients; therefore Mental Health Services is willing to contract with qualified providers of these housing services.

 

The term of the agreement is July 1, 2006 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management. The FY 2005-06 agreement with this provider is currently on the continuing resolution.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The agreement maximum is $127,641 which is included in Mental Health’s tentatively Adopted FY 2006-07 Budget. Sales tax through Realignment will cover $113,600. The Net County Cost is $14,041.
