Amendment to the Agreement with Omal Bani Saberi, LCSW

   

RECOMMENDATION:

Adopt a Resolution:

 

1) Waiving the request for proposals process for specialty outpatient mental health services provided to clients with physical disabilities requiring wheelchair accessibility at the service location;

 

2) Authorizing the President of the Board to execute an amendment to the agreement with Omal Bani Saberi, LCSW, to increase the maximum obligation by $80,000 to a new maximum obligation of $105,000 for the period July 1, 2005 through June 30, 2008; and

 

3) Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the agreement.

BACKGROUND:

For over three years Mental Health Services has contracted with Omal Bani Saberi, LCSW, for the provision of specialty outpatient mental health services in an environment that is accessible to the physically disabled. For those individuals that face issues related to mental illness as well as a physical disability, Omal Bani Saberi offers a unique perspective and ability to provide support.

 

DISCUSSION:

Mental Health Services is requesting a waiver of the request for proposals (RFP) process for this amendment to the agreement based upon Omal Bani Saberi’s unique ability to provide specialty outpatient mental health services in an environment supportive to the physically disabled. As the State designated Mental Health Plan for San Mateo County, Mental Health Services is required to maintain a Private Provider Network. It is the obligation of Mental Health Services to provide services throughout the County that are geographically and culturally accessible and to make available the range of specialty outpatient mental health services that are needed by its clients. In the ten years that Mental Health Services has been providing these services, the Private Provider Network has not developed to the extent that every client need is met with maximum accessibility to services. In order to improve its service capacity, it has been the practice of Mental Health Services to offer contracts for specialty outpatient mental health services to any willing qualified provider.

 

Due to the amount of referrals made to provider, an increase in the contract amount for the period July 1, 2005 through June 30, 2008 is needed to cover services delivered.

 

The term of the agreement remains July 1, 2005 through June 30, 2008. All other terms and conditions remain the same. The amendment to the agreement has been reviewed and approved by County Counsel and Risk Management.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The agreement maximum is being increased by $80,000 to a new maximum of $105,000. The $80,000 increase has been included in the tentatively Adopted Budget for FY 2006-07. These services are funded with 10% Medicare ($10,500), 45% Federal Financial Participation ($47,250), and 45% State Medi-Cal funds ($47,250). There is no Net County Cost.
