SUBJECT:

Resolution 631-C Awarding and Authorizing the Execution of an Agreement with Chappie’s Building Construction Inc. for Rehabilitation Work at 2 Buildings at Midway Village.

   
 

RECOMMENDATION:

Adopt a Resolution:

    1. Awarding and authorizing the execution of a contract for the rehabilitation of vacant units at Midway Village for an amount not to exceed $218,068. The term of this Agreement shall be from September 26, 2006 through December 31, 2006; and

    2. Authorizing the Director of the Department of Housing to execute subsequent amendment to the Agreement, the cumulative cost of which is not to exceed $25,000.

BACKGROUND:

There are two 4-plexes at Midway Village that have been vacant for an extended period due to a variety of reasons. One 4-plex has a serious plumbing problem that will require the construction of a new sewer line. The problem was caused by a design flaw in the original construction.

The other 4-plex has a unit that was demolished by a fire and during the course of reposts it was discovered that there was a termite infestation that required tenting of the entire building.

As a precaution for the health and safety of the remaining residents in both buildings, all of the residents were permanently relocated to other units at Midway Village.

Due to the type of work necessary to permanently repair the two buildings it was necessary to secure the services of an architect after completion of the design phase. On June 23, 2006 staff proceeded to bid out the construction work. The sole bid received by the July 10, 2006 deadline was from:

DISCUSSION:

The contractor has assured compliance with the contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. Risk Management has reviewed and approved the insurance coverage provided by the Contractor.

The bidding process was in accordance with the Housing Authority’s Procurement Policy adopted by the Board on April 20, 2004.

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

FISCAL IMPACT:

There is no financial impact to the General Fund. The total cost of $218,068 necessary to carry out this project will be provided by the U.S. Department of Housing and Urban Development (HUD) through the Capital Fund Program and the Public Housing Low Rent Program. There is no Net County cost.
