Agreement with Arthur Chou, M.D.

 

Recommendation

Adopt a Resolution:

1)

Authorizing the President of the Board to execute an agreement with Arthur Chou, M.D. for the provision of psychiatry services for the term October 17, 2006 through June 30, 2007, for a maximum obligation of $152,920; and

   

2)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

Background

There has been a shortage of adult and child psychiatrists in California and in the nation for the past several years. Mental Health has found it extremely difficult to fill adult and child psychiatrist positions. Under Administrative Memorandum B-1 agreements with physicians are exempt from the requirement for a Request for Proposals process. In order to identify psychiatrists who might fill these adult and child positions, Mental Health Services Division runs advertisements for specialty psychiatric services on a regular basis in the Northern California Psychiatric Newsletter and other venues as needed. Dr. Chou was selected from candidates who responded to those advertisements.

 

Discussion

Dr. Chou will provide psychiatric services for at risk youth in the County Mental Health system, including case consultation with primary care providers and Primary Care Interface team members; youth psychiatric evaluation, treatment, and management, including medication evaluation and monitoring; diagnostic evaluations; psychotherapy; family consultation and therapy; treatment plan review; court testimony as needed; and other duties as assigned. Dr. Chou will provide services at a variety of sites throughout the County. These may include Primary Care Interface sites, Therapeutic Day Schools, Regional Clinics, and other sites as assigned.

 

The term of this agreement is October 17, 2006 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Fiscal Impact

The agreement maximum is $152,920, which is included in the Mental Health FY 2006-07 Adopted Budget. State and federal Medi-Cal will fund 100% of the cost. There is no Net County Cost.
