Adopt a resolution:

Approving the submission of the FY 2005-06 Year-End Report for the Strategic Plan for Services for Older Adults and Adults with Disabilities; and

Authorizing execution of the transmittal letter as required by the California Department of Aging.

The Year-End Report is contained within the Strategic Plan for Services for Older Adults and Adults with Disabilities, which contributes to this commitment and goal by providing a countywide blueprint for a coordinated system of care for these two populations.

BACKGROUND:
|
The New Beginning Coalition’s Strategic Plan for Services for Older Adults and Adults with Disabilities for 2005-09 (Strategic Plan) is the long-range plan for the continuum of services to meet the needs of San Mateo County’s older adults and adults with disabilities. The Strategic Plan serves as a countywide blueprint for all services regarding older adults and adults with disabilities, including the Area Agency on Aging Plan (Area Plan), which is required by the California Department of Aging (CDA) to receive Older Americans Act (OAA) and Community-Based Services Program (CBSP) funding. Your Board officially adopted the Strategic Plan for 2005-09 on July 12, 2005.

DISCUSSION:
|
Each year, San Mateo County submits a Year-End Report on the status of the objectives identified in its Area Plan/Area Plan Update, as required for final approval of OAA and CBSP funding to provide senior services. The workplan portion of the Strategic Plan serves as the County’s Year-End Report. Its inclusive format enables Aging and Adult Services to provide a comprehensive picture of the services provided, as well as program development, advocacy and coordination efforts undertaken by San Mateo County’s coordinated network of services and supports for older adults and adults with disabilities. This section also includes the workplans submitted by the Commission on Aging and Commission on Disabilities. The Commission on Aging has approved the submission of the Year-End Report to CDA. A transmittal letter signed by the President of the Board of Supervisors is required to complete the processing.

In FY 2005-06, the Health Department convened a committee to assist the County in predicting the future service needs of our aging Baby Boom population. The committee, which consists of representatives from the Health Department (including Aging and Adult Services Division), San Mateo Medical Center, the Department of Housing and SamTrans, recently selected a demographic consulting team to assist in projecting the characteristics of our future senior population and its service needs related to health, housing and transportation. At the end of the year-long study, preliminary predictions will be published that will help guide the development of San Mateo County policy and the allocation of resources. This information will be reflected in future Strategic Plan updates and reports.

There is no fiscal impact to the County General Fund associated with the submission of the Year-End Report.
