Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The additional differentials, salary range and hourly rate adjustments, position deletions and adds and the combining of two half-time positions into one full-time position will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work.

 

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

 

Discussion

The salary ordinance changes herein represent:

combining two part-time positions into one full-time position,

increasing the salary range of one classification,

increasing the hourly rate of one extra help classification,

adding a new differential for two classifications, and

deletion of three vacant positions and addition of two new positions.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

 

ORGANIZATION 61000 MENTAL HEALTH

 

Action:

Combine: Two half-time positions of G040S, Mental Health Case Worker Series

Biweekly Salary: $2,300.80 - $2,876.00

Approximate Monthly Salary: $4,985.00 - $6,232.00

Into: One full-time position. Same salary range

Explanation:

This is the combining of two half-time Marriage and Family Therapist positions into one full-time position. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits cost. This action decreases the total number of authorized positions by one.

 

ORGANIZATION 66000 SAN MATEO MEDICAL CENTER

 

Action A:

Change: The salary range of the classification of D214, Deputy Director of Inpatient Services:

From: Biweekly Salary: $4,175.20 - $5,219.20

Approximate Monthly Salary: $9,047.00 - $11,309.00

To: Biweekly Salary: $4,603.20 - $5,754.40

Approximate Monthly Salary: $9,974.00 - $12,469.00

Explanation:

This is the salary range adjustment for the Deputy Director of Inpatient Services classification. Based on the combining of two Deputy Director positions into a single position, it is appropriate to convert the current 10% differential for performing both functions into base salary. This action represents no change in monthly salary and benefits cost. There is no change in the total number of authorized positions.

Action B:

Change: The hourly rate of pay for the classification of F098, Relief Nursing Supervisor:

From: Hourly Rate: $42.94 - $53.67

To: Hourly Rate: $45.09 - $56.36

Explanation:

This is the hourly rate adjustment for the Relief Nursing Supervisor classification. When the hourly rate for the classification of Relief Nurse was adjusted, this hourly rate was not changed. This adjustment places the supervisory hourly rate 5% above the Relief Nurse. This action represents a monthly salary and benefits cost of $639 based on full-time work. There is no change in the total number of authorized positions.

Action C:

Add: A differential of 5% for the classifications of D154, Clinical Services Manager II – Nursing and D144, Clinical Services Manager I – Nursing, for individuals responsible for managing a nursing unit that is a 24/7 operation.

Explanation:

This is the addition of a 5% differential for Clinical Service Managers I and II – Nursing who are responsible for managing nursing units that are a 24/7 operation. This action represents a monthly salary and benefits cost of $12,151. There is no change in the total number of authorized positions.

Action D:

Delete: One position of D217, Deputy Director of Long Term Care

Biweekly Salary: $4,175.20 - $5,219.20

Approximate Monthly Salary: $9,047.00 - $11,309.00

Delete: One position of D124, Clinical Services Manager II - Nursing

Biweekly Salary: $3,787.20 - $4,734.40

Approximate Monthly Salary: $8,206.00 - $10,259.00

Delete: One position of F012, Charge Nurse - E

Biweekly Salary: $3,040.80 - $3,594.40

Approximate Monthly Salary: $6,589.00 - $7,789.00

Add: Two positions of D144, Clinical Services Manager I - Nursing

Biweekly Salary: $3,272.00 - $4,089.60

Approximate Monthly Salary: $7,090.00 - $8,862.00

Explanation:

This is the deletion of one position of Deputy Director of Long Term Care, one position of Clinical Services Manager II – Nursing, and one position of Charge Nurse and the addition of two positions of Clinical Services Manager I – Nursing. These actions are being taken as part of a reorganization of the nursing management structure of the Medical Center. This action represents a monthly salary and benefits savings of $16,130. This action results in a reduction of one in the total number of authorized positions.

 

Fiscal Impact

The salary adjustment, increase in hourly rate, additional differentials and adds and deletes represent a monthly salary and benefits savings of $3,340 or an annual savings of $40,080.
