BACKGROUND:

The City of Daly City is one of the seven (7) Core Service Agencies, which provides services to the residents of San Mateo County with information and referral, emergency assistance, case management and other services. These Core services provide access to the County’s Human Services delivery system and serves as part of the network to prevent homelessness. The Core Service Agencies, including Daly City, have met their performance measures in the past years with the Department of Housing and the Human Services Agency.

DISCUSSION:

Four of the seven Core Service Agencies’ contracts, for the core services, are being submitted to the Board of Supervisors including the contract with Daly City. The rest of the core services Agreements will be submitted to the County Manager’s Office for approval.

The request to waive the RFP process is due to the service providers’ response to the County’s Notification of Funding Availability (NOFA) for Fiscal Year 2006-07. The City of Daly City qualified to receive Community Development Block Grant (CDBG) funding by the Board of Supervisors, on May 2, 2006. Therefore, it is in the County’s best interest to continue with this Contractor, so that there is no interruption of services to the community.

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

FISCAL IMPACT:

The term of this Agreement is July 1, 2006 through June 30, 2007. The total obligation is $125,896, of which $6,924 is funded through CDBG, and $118,972 is provided by the County’s General Funds and is included in the Adopted Budget for FY 2006-07.
