Increase in Contract Authorization – Pedestrian Signal Upgrade Project at Various Locations - County Wide
(Project No. RH601, F-358 [10D])

 

Recommendation

Adopt a resolution authorizing an increase of $7,100 in the “Not-To-Exceed” payment limit for contract costs for the above referenced project.

The proposed increase in the “Not-To-Exceed” contract amount will allow us to upgrade the older signal facilities to accept the new larger American with Disabilities (ADA) compliant pedestrian push buttons and pedestrian count down indicators.

Previous Board Action

Adopted Resolution No. 068003 on May 23, 2006, awarding a contract for the Pedestrian Signal Upgrade Project to Republic Electric, which is partially funded with a Traffic Development Act (TDA) grant that the County received through the City/County Association of Governments (C/CAG).

 

History

The original contract had a “not-to-exceed” limit of $94,500 (low bid plus contingencies), which would normally cover all contract costs including differences in final contract quantities as compared to estimated quantities, and any extra work usually associated with similar improvements.

 

Discussion

The project upgrades existing signal systems by installing large diameter pedestrian push buttons, pedestrian countdown signal modules with visual walk/don’t walk signals and speakers. The new pedestrian push buttons and countdown signal modules were designed to fit into the housings and assemblies of the majority of the signal systems maintained by the County. However, the new hardware will not fit into the housings of some of the older signal systems. The proposed increase in the contract amount will allow us to replace the smaller housings with larger housings in order that all the signal systems that the County maintains will have the same “standard” pedestrian equipment. We will be installing 29 count down housings and
14 pedestrian push button assemblies as part of this work.

 

Fiscal Impact

The proposed changes will authorize an increase in the original “not-to-exceed” amount from $94,500 to $101,600. The actual costs will be based on final quantities of work for the project and on executed change orders.

Sufficient Road Funds have been appropriated to finance the project as TDA funds are received on a reimbursable basis. The Road Fund will be reimbursed once the project is complete.

 

There is no impact to the General Fund.
