Resolution Designating No Parking During Specified Hours Zone (Pigeon Point Road, Pescadero and Arlington Road, Menlo Oaks)

 

Recommendation

Adopt a resolution adding No Parking During Specified Hours Zones as described above.

We believe that your Board’s adoption of the proposed resolution will aid the Sheriff and meet the needs of the adjoining property owners while not impacting the overall parking demand in these areas.

Previous Board Action

Adopted similar resolutions, which designated No Parking and No Parking During Specified Hours; Time Limited Parking; and Disabled Parking Zones.

 

Discussion

The Sheriff’s Office requested that the existing no parking during specified hour zone (7:00 p.m. until 7:00 a.m.) on Pigeon Point Road be extended by 600 feet to include the remaining portion of this County maintained road. This zone would aid the Sheriff’s Office in their efforts to enforce the County Ordinance Code and Penal Code provisions against disturbing the peace, as individuals are currently parking in this area overnight, with some becoming intoxicated, belligerent or rowdy.

 

The Menlo Oaks District Association (the property owner’s association in the Menlo Oaks area), and the property owners at 200 and 220 Arlington Way have requested that the existing no parking during specified hours zone along Arlington Way be extended to include the frontage of 200 Arlington Way and a portion of the frontage of 220 Arlington Way. The area is subject to “overflow” parking from nearby Menlo Atherton High School as the School has closed some of its off street parking due to construction on the campus. The extended zone will be consistent with current restrictions, which are in effect from 8:00 a.m. and 5:00 p.m.; Saturdays, Sundays and Holidays excepted.

 

We evaluated these requests and believe the recommended parking restrictions will not adversely affect the community.

 

The locations of parking restrictions on County maintained streets are currently documented in list form and are also available on the Department’s web site. These zones, if approved by your Board, will be added to the website.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The cost of the staff time involved in evaluating and processing requests for parking regulations is part of the administrative costs associated with evaluating traffic-related requests involving the County maintained road system, and is financed with Road Funds. The cost of signing and marking parking regulations varies, but averages out to approximately $500 per zone. This cost is also financed with Road Funds.

 

There is no impact to the General Fund.
