Resolution Authorizing the Installation of Speed Control Devices on
Alta Vista Drive (County Road No. 299),
Country Club Park Area, South San Francisco

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board adopted the Residential Speed Control Device Program (“Program”) dated April 11, 2005; and

 

WHEREAS, the majority of property owners along Alta Vista Drive between Dorado Way and Alida Way signed a petition requesting the installation of speed control devices to help control the speed of traffic on their street; and

 

WHEREAS, the Department of Public Works, based on traffic surveys, has determined that Alta Vista Drive meets the criteria in the Program for the installation of speed control devices; and

 

WHEREAS, the City of South San Francisco voiced its objections to the installation of speed control devices on Alta Vista Drive as the City is concerned with impacts to the response time of its emergency vehicles or the possibility of traffic being diverted onto adjacent City streets; and

 

WHEREAS, the Director of Public Works met with the City staff and agreed to recommend that speed humps be modified to accommodate the wheel base of emergency vehicles; and

 

WHEREAS, the Director of Public Works also provided traffic counts for Country Club Drive, an adjoining street where speed control devices were previously installed, which indicates that traffic has not been diverted off of the street as a result of the installation of said devices: and

 

WHEREAS, the Director of Public Works has also agreed to recommend that speed humps be installed in lieu of speed dips as originally recommended; and

 

WHEREAS, the Director of Public Works has recommended that four (4) speed humps be installed on Alta Vista Drive, and the impact that said speed control devices have on traffic speeds be evaluated after said humps are in place for at least six (6) months; and

 

WHEREAS, this Board has considered and concurs with the recommendation of the Director of Public Works.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Director of Public Works is:

 

1.

Authorized to proceed with the construction of speed humps, modified to accommodate emergency fire equipment, on Alta Vista Drive between Dorado Way and Alida Way once the fee of $400 per speed hump, as provided by the Program and as approved by this Board, has been paid. Said authorization shall terminate six (6) months from the date of adoption of this resolution if said fees as described above are not paid within six (6) months; and

Directed to monitor the effectiveness of the speed control devices and to evaluate any impacts that the installation of the speed control devices may have on traffic on other County maintained roads in the immediate area, and to report back to this Board if it is determined that additional speed control devices are needed on Alta Vista Drive to control the speed of traffic.
