Agreement with the California Department of Health Services, Office of Family Planning, Male Involvement Program (MIP)

   

RECOMMENDATION:

Adopt a Resolution:

1)

Authorizing the President of the Board to execute an Amendment to the Agreement with the California Department of Health Services (CDHS), Office of Family Planning, for the Male Involvement Program (MIP) to provide teen pregnancy prevention education in the amount of $450,000 for the term January 1, 2005 through June 30, 2009.

   

2)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the agreement.

The agreement contributes to this commitment and goal by providing teen pregnancy prevention education to high-risk young men in juvenile detention facilities and continuation schools throughout the County. A Young Men’s Group will also be developed that will conduct a community education campaign to prevent teen pregnancy.

BACKGROUND:

Supporting the goals of Healthy San Mateo 2010 and the national Healthy People 2010, the Health Department strives to improve child and adolescent health and well being. The County entered into an agreement with the California Department of Health Services (CDHS) for the term January 1, 2005 through June 30, 2009 to initiate the Male Involvement Program (MIP). MIP seeks to educate at-risk young men about their role in preventing teen pregnancies, promote the involvement of fathers in the development of their children, develop a young men’s peer leadership group, and link young men to Family Planning, Access, Care and Treatment services.

In Fiscal Year 2005-06, MIP contracted with the Teen Pregnancy Coalition (TPC) to conduct the educational outreach and clinical linkage components of the program. TPC has exceeded program deliverables in these areas of the agreement. The Health Department managed and administered the other program components, including the development of a Young Dads’ Group and a Young Men’s peer leadership group, in partnership with Opportunities Industrialization Center West (OICW).

 

DISCUSSION:

This Amendment to the Agreement with CDHS Office of Family Planning changes the MIP budget to include a subcontract with the Teen Pregnancy Coalition and changes the grantee name from “San Mateo County Health Services Agency, Public Health Division” to “County of San Mateo.” The MIP grant amount of $450,000 and term of January 1, 2005 through June 30, 2009 remain the same as do the contract objectives.

CDHS has approved the extension of the deadline to return all items by October 30, 2006, to allow for the County process. The Amendment has been reviewed and approved by County Counsel as to form.

 

FISCAL IMPACT:

The term of this amended Agreement remains January 1, 2005 through June 30, 2009. The maximum amount of the Amended Agreement remains $450,000 ($50,000 for FY 2004-05, $100,000 each for fiscal years 2005-06, 2006-07, 2007-08 and 2008-09). Revenue and expenses for FY 2006-07 have been included in the FY 2006-07 Adopted Budget. There is no Net County Cost for this program.
