Resolution Setting a Time and Place of a Public Hearing to Consider an Agreement with Bluepoint Energy, Inc., for Engineering, Procurement, and Construction of a Cogeneration System at the San Mateo County Health Campus, the Costs of Which Can Be Offset by Energy Savings

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board of Supervisors has approved several programs to help reduce energy usage at County facilities including participation in the Federal Environmental Protection Agency's Green Lights Program (a program to improve the energy efficiency of buildings), and in the Sustainable Silicon Valley Initiative which is committed to reducing carbon dioxide (CO2) emissions; and

 

WHEREAS, this Board authorized the Director of Public Works to apply for technical assistance from the California Energy Commission’s Energy Partnership Program to determine if a cogeneration system at the Health Campus in San Mateo (Health Campus) is cost effective; and

 

WHEREAS, the California Energy Commission conducted a study and determined that a cogeneration system at the Health Campus would be cost effective; and

 

WHEREAS, the Director of Public Works received proposals from several companies to provide a cogeneration system at the Health Campus and has recommended to this Board that an agreement be entered into with Bluepoint Energy, Inc., for engineering, procurement, and construction of a cogeneration system at the Health Campus; and

 

    WHEREAS, Section 4217.10 et sec. of the State of California Government Code provides that a governmental agency may enter into an agreement to install energy saving systems after considering said agreement during a regularly scheduled public hearing; and

 

    WHEREAS, this Board wishes to consider such an agreement:

 

    NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that

This Board will conduct a public hearing during its regular scheduled meeting on December 5, 2006, at 9:00 a.m. in the Board's Chambers in the Hall of Justice and Records at 400 County Center, Redwood City, California, to consider an agreement to with Bluepoint Energy, Inc., for engineering, procurement, and construction of a cogeneration system at the San Mateo County Health Campus, the costs of which can be offset by energy savings

The Director of Public Works shall cause of notice of said public hearing to be published once in the Independent Newspaper Group, a newspaper of general circulation.
