Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The increased rate of pay, reclassification and addition of one position will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work.

 

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

 

Discussion

The salary ordinance changes herein represent:

Increasing the rate of pay for one extra help classification,

reclassifying two vacant positions, and

adding one new position.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

 

SECTION 1. Part 9 of the Ordinance is amended as indicated:

   

Action:

Change: The hourly rate of pay for the classification of B101, Physician Specialist:

From: $60.00 per hour

To: $80.00 per hour

Explanation:

This is the hourly rate adjustment for the Physician Specialist classification. This adjustment will bring the rate in line with other counties and facilitate recruitment and retention. This action represents a monthly salary and benefits cost of approximately $6,700. There is no change in the total number of authorized positions.

 

SECTION 2. Part 12 of the Ordinance is amended as indicated:

 

ORGANIZATION 18000 INFORMATION SERVICES

 

Action:

Add: One position of D045, Administrative Services Manager I

Biweekly Salary: $2,968.00 - $3,709.60

Approximate Monthly Salary: $6,431.00 - $8,038.00

Explanation:

This is the addition of one new position of Administrative Services Manager I. This change will allow the department to accomplish mission critical goals. This action represents a monthly salary and benefits cost of $11,414. This action increases the total number of authorized positions by one.

 

ORGANIZATION 63000 CORRECTIONAL HEALTH

 

Action:

Delete: One position of E418, Hospital Unit Coordinator

Biweekly Salary: $1,429.60 - $1,787.20

Approximate Monthly Salary: $3,098.00 - $3,873.00

Add: One position of E416S, Medical Office Assistant Series

Biweekly Salary: $1,411.20 - $1,764.00

Approximate Monthly Salary: $3,058.00 - $3,822.00

Explanation:

This is the reclassification of one vacant position of Hospital Unit Coordinator to the classification of Medical Office Assistant. This position has been studied and determined to be appropriately classified as Medical Office Assistant. This action represents a monthly salary and benefits cost of $70. There is no change in the total number of authorized positions.

 

ORGANIZATION 66000 SAN MATEO MEDICAL CENTER

 

Action:

Reclassify: One position of F009S, Patient Care Series

Biweekly Salary: $2,768.80 - $3,273.60

Approximate Monthly Salary: $6,000.00 - $7,093.00

To: One position of V230, Information Technology Technician

Biweekly Salary: $2,200.00 - $2,749.60

Approximate Monthly Salary: $4,767.00 - $5,958.00

Explanation:

This is the reclassification of one vacant position of Staff Nurse to the classification of Information Technology Technician. This position has been studied and determined to be appropriately classified as Information Technology Technician. This action represents a monthly salary and benefits savings of $1,555. There is no change in the total number of authorized positions.

 

Fiscal Impact

The increased hourly rate, reclassification actions and added position represent a monthly salary and benefits cost of $16,629 or an annual cost of $199,548.
