RESOLUTION WAIVING THE COMPETITIVE BID PROCESS AND AUTHORIZING THE PURCHASING AGENT TO ISSUE A PURCHASE ORDER FOR TWO INNOVATIVE SURVEILLANCE TECHNOLOGIES INC., SURVEILLANCE VANS FOR USE BY THE NORTHERN CALIFORNIA REGIONAL TERRORISM THREAT ASSESSMENT CENTER

(RTTAC), IN THE AMOUNT OF $249,240.16.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that:

WHEREAS, there has been presented to this Board of Supervisors for its consideration a request waive the competitive bid process and to allow the Purchasing Agent to issue a Purchase Order with $249,240.16, for two surveillance vans for the Northern California Regional Terrorism Threat Assessment Center (RTTAC); and

WHEREAS, Innovative Surveillance Technologies manufacturers surveillance vans for law enforcement, military, and government agencies and is integral to the County's Homeland Security terrorism prevention efforts; and

WHEREAS, it is in the best interest of the County to waive the Competitive Bid Process on the basis that Innovative Surveillance Technologies is the leader in the surveillance van industry and the RTTAC staff are accustomed to operating, maintaining and repairing the surveillance equipment provided by Innovative Surveillance Technologies, Inc.; and

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT: that this Board of Supervisors waives the Competitive Bid Process and authorizes the Purchasing Agent to issue a Purchase Order with Innovative Surveillance Technologies, Inc. for provision of two surveillance vans for the RTTAC, in the amount of $249,240.16.
