Agreement (#06-0417) with the California Department of Food and Agriculture for Detection and Trapping of Mediterranean Fruit Fly and Other Economically Important Pests for the term of July 1, 2006 through June 30, 2007 in an amount not to exceed $551,750

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of an Agreement with the California Department of Food and Agriculture for detection and trapping of Mediterranean fruit fly and other economically important pests for the term of July 1, 2006 through June 30, 2007, in an amount not to exceed $551,750.

The agreement contributes to this commitment and goal by reimbursing the County for pest detection work activities that protect the agricultural industry and the environment from harmful exotic pests that may be introduced into California.

 

BACKGROUND:

On December 1, 1981, the Board approved the first Pest Detection trapping contract with the California Department of Food and Agriculture and the contract has been renewed each year. The statewide insect trapping program protects the agricultural industry, home gardens and the environment by providing early detection of exotic pests that may be introduced into California.

 

DISCUSSION:

Under the FY 2006-07 contract, the County will receive funding in the amount of $551,750 to place and monitor 847 Mediterranean fruit fly (Medfly) traps, 552 Mexican fruit fly traps, and a total of 2,161 other traps (including Japanese beetle, gypsy moth, Oriental fruit fly, and melon fly). The insect traps are placed throughout the County on residential and rural properties and are serviced at regular intervals from April through November.

 

The Division employs extra-help Pest Detection Specialists to perform some of the seasonal work required under this contract. The state contract funding level is the same as FY 2005-06 and cannot be augmented to cover recent County negotiated labor cost increases for extra-help employees. These negotiated labor increases could result in a Net County Cost (NCC) of up to $10,063 for fiscal year 2006-07. The costs will include holiday pay of up to $3,076 and may include an additional $8,735 for step increases and medical insurance coverage should all current extra-help staff return for the 2007 trapping season. The Health Department will assure that any increase in Net County Cost is covered.

 

The revenue authorized by this contractual agreement was included in the Division’s FY 2006-07 Adopted Budget. This agreement and resolution has been reviewed by County Counsel.

 

FISCAL IMPACT:

The term of this agreement is July 1, 2006 through June 30, 2007. The revenue authorized by this contractual agreement was included in the Division’s FY 2006-07 Adopted Budget for the Environmental Protection Program. This contract totaling $551,750 will reimburse the County for most expenses related to the state Pest Detection Program during FY 2006-07.
