Third Amendment to the Agreement with Stanford University for Coronary Health Prevention

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute a third Amendment to the Agreement with Stanford University to conduct a clinical trial on Coronary Health Prevention, increasing the amount payable to the County of San Mateo by $173,723 to a total of $599,129.50 and extending the term of the Agreement by one year.

The Agreement contributes to this commitment and goal by continuing to pursue efforts to expand prevention activities through research and clinical studies. This study will assess the safety and effectiveness of Health Education and Risk Reduction Training (HEAR2T) program with clients from low socioeconomic status (SES) served by the health care system of San Mateo County.

200 clients will be enrolled in the study and followed over a four year period. At the end of the study it is expected that 40% of enrolled patients will be at reduced risk for coronary disease.

 

BACKGROUND:

In July 2003, Stanford University contacted San Mateo Medical Center to conduct a clinical trial on Coronary Health Prevention. On October 17, 2003, the Purchasing Agent approved an Agreement with Stanford University to conduct a clinical trial on Coronary Health Prevention with San Mateo County patients to evaluate whether patient diet and counseling lower the risk of patient heart disease. The study is conducted at four San Mateo Medical Center Clinics: Fair Oaks Family Center, Willow Clinic, North County Health Center, and South San Francisco. The contract includes payment to San Mateo Medical Center personnel to perform work on the Coronary Study project and allows for rental of facilities at four clinics. The grant is funded by the National Institutes of Health.

 

The term of the original Agreement was September 1, 2003 to March 31, 2004. Stanford University awarded San Mateo Medical Center $92,991 for the six-month term, in order to conduct the clinical trial. Collectively, your Board approved two Amendments to the Agreement which extended the term to March 31, 2006 and increased the maximum amount to $425,664.

 

DISCUSSION:

This Amendment extends the term of the Agreement by one year and increases the maximum amount of funding by $173,723 to allow San Mateo Medical Center to fulfill its scope of work.

 

County Counsel and Risk Management have reviewed and approved this Amendment.

 

FISCAL IMPACT:

The Amendment extends the term of the Agreement by one year, making the new term September 1, 2003 to March 31, 2007, and increases the award from Stanford University by $173, 723, from $425,406.50 to $599,129.50.

 

There is no net county cost associated with this Amendment to the Agreement.
