SUBJECT:

Resolution 633-C approving the revised Admissions and Occupancy Plan for Public Housing and authorizing the Director of the Department of Housing or designee to make ongoing revisions to the Plan as necessary to conform with Housing Law and U.S. Department of Housing and Urban Development (HUD) Regulations.

 

RECOMMENDATION:

Adopt Resolution 633-C approving the revised Admissions and Occupancy Plan for Public Housing and authorizing the Director of the Department of Housing or designee to make ongoing revisions to the Plan as necessary to conform to Housing Law and U.S. Department of Housing and Urban Development regulations.

BACKGROUND:

The Public Housing Programs were created by the Housing Act of 1937. The Act has been amended many times and its requirements as they apply to our Public Housing Program are described in and implemented through the Admissions and Occupancy Plan. Administration of the Public Housing Program and the functions and responsibilities of the Housing Authority are required to be in compliance with regulations of the U.S. Department of Housing and Urban Development (HUD) and all Federal, State and local Fair Housing Laws and Regulations.

 

DISCUSSION:

The proposed Admissions and Occupancy Plan for the Housing Authority of the County of San Mateo incorporates the updates necessary to bring the Plan into conformance with current housing law and HUD regulations. In addition to the updates, the text of the Plan has been restructured to make it flow better for ease of use to the reader. It also incorporates Board Policy changes which were adopted in the 2006 Agency Plan. Examples of the policy changes are: 1) the admission preference given to victims of natural disasters; and 2) admission preference given to households being relocated to accommodate development of affordable housing on infill sites in the transit corridors.

County Counsel has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

There is no Net County Cost associated with this action. All funds necessary to implement the Plan are supplied by the U.S. Department of Housing and Urban Development.
