RESOLUTION

THE BOARD OF SUPERVISORS
|
COUNTY OF SAN MATEO, STATE OF CALIFORNIA
|
RESOLUTION HONORING AND COMMENDING THE HONORABLE
|
SHERIFF DON HORSLEY
|
Upon his retirement from the County of San Mateo

|

WHEREAS, SHERIFF DON HORSLEY, a native San Franciscan, graduate of Westmoor High School and San Francisco State University, began his thirty-eight year career in law enforcement as a Daly City patrol officer, continued as an East Palo Alto patrol deputy and in June of 1993 was elected to the position of Sheriff of San Mateo County; and

|
WHEREAS, SHERIFF DON HORSLEY has initiated and supported a number of innovative programs to promote safer communities which included a Community Policing Program, Graffiti Abatement Program, Vehicle Theft Task Force, Gang Intelligence/Investigative Unit, Sexual Habitual Offender Program (S.H.O.P.) for tracking convicted offenders, a Hi Tech Task Force to investigate identity theft and computer crimes, an expanded D.A.R.E. Program, a School Resource Officer Program, Youth Camp for “at risk” youth, and an after school Sheriff’s Activity League (S.A.L.) Program; and

|
|
WHEREAS, during the Maguire Jail Expansion, SHERIFF DON HORSLEY specified inclusion of mental and medical health care facilities, as well as educational, religious, and substance abuse programs for inmates to encourage alternative lifestyle choices, and most recently facilitated the introduction of the Critical Incident Training (CIT) Course on law enforcement techniques for dealing with the mentally ill; and

|
WHEREAS, after September 11, 2001, SHERIFF DON HORSLEY, in partnership with local transit agencies, established a Transit Unit of Deputy Sheriffs to patrol bus and rail systems, joined with the FBI in a Bay Area Counties’ Joint Terrorism Task Force (a regional information sharing network), and directed the Sheriff’s Office of Emergency Services to take the lead in obtaining Federal grants from Homeland Security for first responder equipment and training; and
|

|
|
WHEREAS, SHERIFF DON HORSLEY partnered with the Board of Supervisors in overseeing the design and building of a state-of-the-art Crime Lab and worked with our local Congressional Delegation to obtain funding for the latest crime fighting technology,
|
|
|
|
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of San Mateo, State of California, hereby extends their gratitude to SHERIFF DON HORSLEY for his leadership, creativity, dedication and commitment to the people of San Mateo County and wishes him all the best in the next phase of his life.
